AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ESTABLISHING A MAXIMUM, REASONABLE RATE OF
SPEED ON CERTAIN PORTIONS OF CERTAIN STREETS AND
HIGHWAYS AND PUBLIC PLACES IN THE CITY OF PARIS; PROVIDING
FORA FINE NOT TO EXCEED $200.00; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING FOR AN EFFECTIVE DATE OF JUNE 1, 2001.
WHEREAS, the City of Paris Traffic Commission is charged with the responsibility to study
and evaluate reasonable rates of speed on City streets and roadways; and,
WHEREAS, the Traffic Commission, at its regular meeting of May 8, 200 I, considered and
evaluated various suggestions and requests for the adjustment of maximum permissible speeds at
various locations throughout the city, and having done so found and determined that the adjustment
of maximum permissible speeds at certain locations and on certain streets and roadways in the city
is necessary to protect the health and safety and is in the best interests of the citizens of the city of
Paris, and have so recommended speed adjustments to the City Council of the City of Paris; NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That the following maximum, reasonable and prudent rates of speed shall be
established on those portions of the street hereinafter described:
Walker Park Area:
(1) On West Shiloh Street from the west curb line of 14th Street N.W. west to the east
curbline of 18th Street N.W., a speed limit of twenty (20) miles per hour at all times.
(2) On 14th Street N.W. from the west curbline ofW. Booth Street, north to the south
curbline of W. Shiloh Street, a speed limit of twenty (20) miles per hour at all times.
(3) On 18th Street N.W. from the south curbline of W. Shiloh Street, south
approximately 800 feet, a speed limit of twenty (20) miles per hour at all times.
Record Park area:
(4) On W. Henderson from the east curbline of 7th Street N.W., east to the west
curbline of 4th Street N.W., a speed limit of twenty (20) miles per hour at all times.
Oak Park area
(5) On 27th Street S.W. from the south curbline of Bonham Street (US 82), south to the
north curbline of W. Austin Street, a speed limit of twenty (20) miles per hour at all
times.
(6) On W. Austin Street from approximately 100 feet west ofthe west curbline of 25th
Street S.W., west to the east curbline of 27th Street S.W., a speed limit of twenty (20)
miles per hour at all times.
Wise Field area:
(7) On 4th Street S.W. from 100 feet south ofthe south curbline ofW. Sherman Street,
south approximately 700 feet, a speed limit of twenty (20) miles per hour at all times.
(8) On 6th Street S.W. from 100 feet south ofthe south curbline ofW. Sherman Street,
south approximately 700 feet, a speed limit of twenty (20) miles per hour at all times.
Culbertson Park area:
(9) On 13th Street S.E. from the south curbline of E. Neathery Street, south to
approximately 100 feet north ofthe north curbline of E. Polk Street, a speed limit of
twenty (20) miles per hour at all times.
(10) On E. Hearon Street from the east curbline of 13th Street S.E., east to the west
curb line of 17th Street S.E., a speed limit of twenty (20) miles per hour at all times.
(11) On E. Neathery Street from the east curbline of 13th Street S.E., east to the west
curb line of 17th Street S.E., a speed limit of twenty (20) miles per hour at all times.
(12) On E. Washington Street from the east curbline of 15th Street S.E., west to the east
curb line of 13th Street S.E., a speed limit of twenty (20) miles per hour at all times.
Wade Park area:
(13) On Pine Bluff Street from the east curbline of 22nd Street N.E., east to the west
curbline of 25th Street N.E., a speed limit of twenty (20) miles per hour at all times.
Johnson Park area:
(14) On Johnson Street from the east curbline of 12th Street N.E., east to the west
curbline of 15th Street N.E., a speed limit of twenty (20) miles per hour at all times.
(15) On 10th Street N.E. from the beginning ofthe 700 block and ending at the end of
the park in the 800 block, a speed limit of twenty (20) miles per hour at all times.
Reese Field:
(16) On E. Hickory Street from the east curbline of 6th Street N.E., east to the West
curbline of 8th Street N.E., a speed limit of twenty (20) miles per hour at all times.
(17) On 6th Street N.E. from the north curbline ofE. Hickory Street, north to the south
curb line of Clement Road, a speed limit of twenty (20) miles per hour at all times.
Section 3. That any person violating any of the provisions of this ordinance shall be guilty
of a misdemeanor, and, upon conviction thereof, shall be fined in any sum not to exceed $200.00.
Section 4. That all ordinances or parts of ordinances in conflict herewith are hereby
expressly repealed.
Section 5. That this ordinance shall become effective on June 1,2001.
