A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AND AUTHORIZING AN AMENDMENT
AND REVISION TO THE REGIONAL CONTROLLED SUBSTANCE
APPREHENSION PROGRAM GRANT TO ACKNOWLEDGE A WAIVER
OF CASHMA TCH ON BEHALF OF RED RIVER COUNTY AND THE CITY
OF CLARKSVILLE; AUTHORIZING THE EXECUTION OF ANY AND ALL
DOCUMENTS RELATED TO SAID WAIVERS; APPROVING AND
AUTHORIZING A SUPPLEMENTAL GRANT APPLICATION COVER
SHEET; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of
December, 1999, in Resolution No. 99-140, authorize an application to be made to the Office of the
Governor, Criminal Justice Division, for the Texas Narcotics Control Program (TNCP) grant; and,
WHEREAS, the Office of the Governor, Criminal Justice Division, issued its grant award
entitled "Regional Controlled Substance Apprehension Program" grant, No. DB-00-A10-13854-02
for the period beginning June 1,2000, and ending May 31,2001, in the total amount of $449, 100.00,
requiring a matching contribution of $149,700.00 in the form of cash; and,
WHEREAS, the City Council of the City of Paris deemed it in the best interests of the
citizens of Paris that the City of Paris accept said grant award and continue to suppress drug activity
in and around the City of Paris, and thereby adopted Resolution No. 2000-072 on June 12,2000,
accepting the aforesaid Regional Controlled Substance Apprehension Grant; and,
WHEREAS, since the aforesaid approval, the City of Paris has been advised that, pursuant
to state and federal guidelines, Red River County and the City of Clarksville, participants in the
aforesaid program, have been classified as economically disadvantaged and have qualified for and
received a waiver for the present grant year (2000/2001) ofthe cash contributions to be made by the
aforesaid entities to the overall program, said waived cash contributions to be assumed by the grantor
Texas Narcotics Control Program, with the total cash match so waived for the two entities being
$49,900.00; and,
WHEREAS, the City Council of the City of Paris further deems it to be in the best interests
of the citizens of Paris to approve and acknowledge the aforesaid waiver of cash match on behalf of
Red River County and the City of Clarksville in the total amount of $49,900.00; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the Texas Narcotics Control Program Grant entitled "Regional Controlled
Substance Apprehension Program" grant, No. DB-00-A1O-13854-02, for the period beginning June
1, 2000, and ending May 31, 2001, in the total amount of $449,100.00, requiring a matching
contribution of $149,700.00 in the form of cash, be, and the same is hereby, revised to reflect a
waiver of cash match on behalf of Red River County and the City of Clarksville on the basis of the
aforementioned entities' classification as economically disadvantaged, said waiver of cash match to
be assumed by the Texas Narcotics Control Program, in the total amount for the two entities of
$49,900.00.
Section 3. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, any and all documents necessary to implement the aforesaid waivers
of cash match.
Section 4. That a supplemental grant application cover sheet reflecting the aforesaid waivers
of cash match, attached hereto and for all purposes incorporated herein as Exhibit A, be, and the
same is hereby, in all things approved.
Section 5. That this resolution shall be effective from and after its date of passage.
