2001-014-RES AUTHORIZING TAKING OF BIDS FOR LEASE OF HANGAR H AT COX FIELD AIRPORT RESOLUTION NO. 2001-014 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING THE TAKING OF BIDS FOR THE LEASE OF HANGARHAT THE COX FIELD AIRPORT, FORMERLY KNOWN AS THE WRENN LEASE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of February, 1990, in Resolution No. 90-010, authorize the execution of a Lease Agreement with James M. Wrenn for property at Cox Field Airport for a term offive (5) years, beginning March 1, 1990, and ending February 28, 1995, with a five (5) year option ending February 28,2000, with lease payments at the rate of $375.00 per month; and, WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of February, 1995, in Resolution No. 95-028, accept an exercise of option from James M. Wrenn to extend the term of said lease an additional five (years), expiring on February 28, 2000; and, WHEREAS, the City Council of the City of Paris did heretofore, on the 8th day of November, 1999, in Resolution No. 99-139, authorize the Assignment of Lease from James M. Wrenn to Eric S. Clifford; and, WHEREAS, said Lease expired on February 28, 2000, and the City Council of the City of Paris did heretofore, on the 14th day of February, 2000, in Resolution No. 2000-018, authorize the advertisement for bids for the lease of Hangar H at the Cox Field Airport, which bids were recei ved until 3:00 o'clock p.m. on Tuesday, March 7, 2000; and, WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of March, 2000, in Resolution No. 2000-026, designate that the best bid for such lease was made by Progressive Marketing Group of Addison, Texas, in the increased amount of $1,500.00 per month for a term of five (5) years; and, WHEREAS, in accordance with the terms of the lease with J. B. Richey, such bid was subsequently forwarded to Mr. Richey as the holder of a right-of-first-refusal forthe lease of Hangar H in order that he be given the opportunity to match such bid; and, WHEREAS, J. B. Richey declined to exercise his right-of-first-refusal for such lease, and the City Council of the City of Paris did heretofore, on the 10th day of April, 2000, in Resolution No. 2000-035, authorize the execution of a Lease Agreement with Progressive Marketing Group for the lease of Hangar H under the terms and conditions specified in the bid documents; and, WHEREAS, in spite of due diligence on the part of the City of Paris to obtain proper approval of the lease by Progressive Marketing, Progressive Marketing failed to timely exercise its opportunity to sign the lease, and the opportunity for Progressive Marketing to approve said lease expired; and, WHEREAS, during said interim period of time, the airplane owned by Progressive Marketing was repossessed by a security lien holder, who paid the City the required $1,500.00 per month for rental of the hangar on a month-to-month basis pending removal of the aircraft and other aircraft located therein; and, WHEREAS, although the City has received substantial compensation over that received under the previous lease, the City Council deems it appropriate to again seek bids for a long-term tenant for the facility consistent with the long-term goals and services necessary to operation of the airport; and, WHEREAS, for the growth and safety of the Cox Field Airport, it is further deemed appropriate that such hanger be a working hangar as opposed to a storage hanger, providing an Airframe and Power Plant Mechanic with an inspection authorization; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the lease for Hangar H at Cox Field Airport be advertised for bids on the basis of such plans and specifications as the City staff shall deem appropriate, such bids to be received after due notice at the office of the City Manager of the City of Paris, City Hall, 135 1st Street S.E., Paris, Texas 75460, until 3:00 o'clock p.m. on Tuesday, March 6, 2001, at which time said bids will be opened in the City Council Chamber, City Hall, 135 1st Street S.E., Paris, Lamar County, Texas, and bids will be tabulated and presented to the City Council on the 12th day of March,2001. Section 3. That the bid specifications for Hangar H include as a requirement that such hanger be a working hangar as opposed to a storage hanger, providing an Airframe and Power Plant Mechanic with an inspection authorization. Section 4. That this resolution shall be effective from and after its date of passage. PASSED AND ADOPTED this 12th day of February, 2001.
