2001-017-RES REQUESTING DONATION OF LAND FROM PJC FOR SITE OF NEW SPORTS COMPLEX RESOLUTION NO. 2001-017 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, REQUESTING THE DONATION OF LAND FROM PARIS JUNIOR COLLEGE FOR THE SITE OF A NEW SPORTS COMPLEX; AUTHORIZING THE PREPARATION OF AN APPLICATION TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT FORA GRANT TO FUND PHASE I OF SAID SPORTS COMPLEX; SOLICITING VOLUNTARY CONTRIBUTIONS IN SUPPORT OF SAID GRANT; AUTHORIZING MATCHING FUNDS FROM VOLUNTARY CONTRIBUTIONS AND CERTIFICATES OF OBLIGATION IN AN AMOUNT NOT TO EXCEED $500,000.00; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Paris, Texas, has received numerous citizen inquiries and requests for consideration for the creation of a new sports complex; and, WHEREAS, in furtherance of said complex the City Council received a petition signed by numerous citizens seeking City Council consideration of the creation of said sports complex; and, WHEREAS, on Monday, February 19, 2001. the City Council conducted a public hearing regarding the possible creation of a new sports complex; and, WHEREAS, the City Council is aware of proposals by Paris Junior College to provide the City sufficient property as part of the potential match for state grant funding for the siting of the new sports complex, and, WHEREAS, the City Council desires to pursue grants from the Texas Parks and Wildlife Department to assist in the funding of said sports complex; and, WHEREAS, the City Council desires to encourage businesses, philanthropic organizations, interested groups, and other individuals to make contributions to the creation of said sports complex; and, WHEREAS, the City Council desires to authorize matching funds from any and all voluntary contributions as well as certificates of obligations, in an amount not to exceed $500,000.00, to pursue state grant assistance in the creation of a new sports complex; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris, Paris, Texas, does hereby formally invite Paris Junior College to consider the donation of property or the use of property to be used as a potential site for a new sports complex; the donation of said property or the use of said property to be conditioned upon the City receiving sufficient grant funds from the Texas Parks and Wildlife Department or sufficient funds from other sources to enable the City to adequately fund the creation of a new sports complex. Section 3. That the City Manager be, and is hereby, authorized to prepare an application to the Texas Parks and Wildlife Department for a grant to fund the initial phase of a new sports complex for the City of Paris. Section 4. That interested businesses and industries, various philanthropic organizations, interested groups, and interested citizens be, and the same are hereby, encouraged to participate in the proposed new sports complex by making contributions to the City of Paris in furtherance of said sports complex. Section 5. That voluntary contributions and certificates of obligation in an amount not to exceed $500,000.00 are hereby authorized as the City's match for any potential grant for which the City may be qualified from the Texas Parks and Wildlife Department or from any other potential source of funding as may be available. Section 6. That the City Manager be, and is hereby, authorized to initiate necessary actions to prepare a plan in furtherance of the creation of a new sports complex. Section 7.
