2001-036-RES AUTHORIZING CITY OFFICIALS TO EXECUTE ALL NECESSARY DOCUMENTS INCIDENT TO SECURING FEDERAL NONPRIMARY ENTITLEMENT FUNDS RESOLUTION NO. 2001-036 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING CITY OFFICIALS TO EXECUTE ALL NECESSARY DOCUMENTS INCIDENT TO SECURING FEDERAL NON- PRIMARY ENTITLEMENT FUNDS FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE 2001 COX FIELD AIRPORT IMPROVEMENT PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris, Paris, Texas, intends to make certain improvements to Cox Field Airport as follows: (1) install new water lines throughout the airport terminal and hangar area; (2) provide drainage and dirt work in preparation for the building of new T-hangars to be rented to the flying public; and (3) install taxi lanes around the new T -hangars to be built and rented to the flying public; and, WHEREAS, the project shall be known as the 2001 Cox Field Airport Improvement Project; and, WHEREAS, the City of Paris, Paris, Texas, was heretofore, on January 17, 2001, notified of its eligibility for a federal Non-Primary Entitlement of $150,000.00 for federal fiscal year 2001; and, WHEREAS, the total cost of said 200 I Cox Field Airport Improvement Project is estimated to be $150,000.00; and, WHEREAS, the City of Paris, Paris, Texas, has available and will provide at least 10% of the project costs with local funds and understands that the above-mentioned entitlement funds cannot be increased; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City of Paris, Paris, Texas, hereby requests federal Non-Primary Entitlement funds from the Texas Department of Transportation for improvements to Cox Field Airport as follows: (1) install new water lines throughout the airport terminal and hangar area; (2) provide drainage and dirt work in preparation for the building of new T -hangars to be rented to the flying public; and (3) install taxi lanes around the new T -hangars to be built and rented to the flying public. Section 3. That Thomas E. Haynes, Project Coordinator/Airport Director, be, and he is hereby, appointed as project director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, contracts, and documents necessary for the completion of said project. Section 4. That W. E. Anderson, Director of Finance, be, and he is hereby, authorized and directed to serve as the financial officer for said project and to receive and distribute funds for purposes of the Cox Field Airport T-Hangar Construction Project.
