That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the proposal ofMHS Planning & Design, attached hereto as Exhibit A, be, and the same is hereby, accepted. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, a professional services contract with MHS Planning & Design, under the terms and conditions and in a form approved by the City Attorney. Pfies , ay WHEREAS, the City of Paris is in need of consulting services for the development of a Sports Complex; and, WHEREAS, MHS Planning & Design has made a proposal for such services, and the City Council finds and determines that the services are necessary to the development of a successful sports center and MHS Planning & Design should be awarded a professional services contract for the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: RESOLUTION NO. 2001-044 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, ACCEPTING THE PROPOSAL OF MHS PLANNING & DESIGN FOR PROFESSIONAL SERVICES FOR THE DEVELOPMENT OF A SPORTS COMPLEX AND AWARDING A PROFESSIONAL SERVICES CONTRACT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. '" EXHIBIT A Phase II Fee: $3,625.00 (one trip to Paris included) Based on the local needs established through the Sports Complex Master Plan, the city-wide plan will be revised. Not only will the revisions reflect updated priorities, but other key elements believed to be beneficial to the city's grant award chances will be made. Please understand that the plan will be written to reflect the true needs in Paris, which is the basis of grant award. l'arks and Open Space Master Plan Revisions l'hase II: Phase I Fee: $ 9,250.00 (two trips to Paris included) Using boundary plats, topography and flood maps provided by you, we will prepare a base map showing the park acreage to be used for the complex. We will then meet with you and representatives of the youth/adult sports leagues to determine the types of facilities that should be included at the complex. Once the contents of the park have been determined, we will prepare a preliminary plan for the park. The plan will graphically show all improvements including roads, parking and recreational facilities, and will be drawn to scale on standard 24" x: 36" sheets. The preliminary plan will be accompanied by a preliminary cost estimate for development. Once the overall plan for development has been finished, we will determine which portions of the plan should be included in the first phase. The park plan will then be modified to accurately reflect Phase I development and a preliminary budget will be prepared. The Phase I plan and budget will be the basis of the grant application to Texas Parks and Wildlife. [~ O. This proposal is packaged to include all of the elements I believe to be necessary for the City to proceed with the development of such a complex. If this is agreeable, please sign on the space below, keep one copy of this agreement for your records and return a copy to me. We can commence work immediately. If you desire, we can put this scope of services in a formal contract form. If you have any questions or need anything additional, please give me a call. Terry, I believe the outlined process will not only provide a great park for the City, but I believe we can be successful at Texas Parks and Wildlife with a grant application. As you know, currently about 25-30% of all projects are awarded funding through the TP&W grant program. My firm has prepared over 75 applications to Texas Parks and Wildlife and all but two have received full funding. Phase III Fee: $7,500.00 (one trip to Paris included) The findings in Phase I and II will be used to prepare a first class grant application to Texas Parks and Wildlife under the Texas Recreation and Parks Account Program. Our services will include the preparation of all material needed for a complete application. We will need your assistance in this phase to approve the required resolution as well as to provide letters of public support and/or documentation needed from any other public or private entity involved in the project.
