RESOLUTION NO. 2002-174
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, DECREASING THE NUMBER OF MEMBERS ON THE
AIRPORT ADVISORY BOARD TO SEVEN (7); MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No. 1354,
establish an Airport Advisory Board to act in an advisory capacity to the City Council in relation
to the Municipal Airport and its operation and facilities, which Board originally consisted of seven
members; and,
WHEREAS, the City Council of the City of Paris did heretofore, on January 8, 1973, in
Resolution No. 1538, reduce the membership of the Board to five (5) members; and,
WHEREAS, the City Council of the City of Paris did heretofore, on November 11,1974,
in Resolution No. 1646, expand the membership of the Board to seven (7) members; and,
WHEREAS, the City Council of the City of Paris did heretofore, on December 8, 1975,
in Resolution No. 1722, reduce the membership of the Board to five (5) members; and,
WHEREAS, the City Council of the City of Paris did heretofore, on August 14, 1989, in
Resolution No. 89-095, expand the membership of the Board to seven (7) members; and,
WHEREAS, the City Council of the City of Paris did heretofore direct the City Attorney
to conduct a survey of various airports around Texas to determine their various methods of
operation, leasing policies, hangar rentals, and size of advisory board, among other things; and,
WHEREAS, the City Council of the City of Paris did heretofore, on August 13,2001,
based on the results of said survey and the recommendations of the Airport Advisory Board, direct
the Legal Department to take necessary steps to expand the membership of the Airport Advisory
Board to nine (9) members; and,
WHEREAS, the City Council of the City of Paris did heretofore, on October 4, 2001, in
Resolution No. 2001-166, expand the membership of the Board to nine (9) members; and,
WHEREAS, the Airport Advisory Board, at its November 19, 2002, recommended that
the Board membership be reduced to seven (7) in order to make it easier to get a quorum; and,
WHEREAS, the City Council finds that it is in the best interest of the City of Paris that
said Board be reduced to consist of a chairman and six (6) members and that the members serve
staggered two (2) year terms; NOW, THEREFORE,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the fmdings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the Airport Advisory Board shall be and is hereby reduced by two (2)
positions, said Board hereafter to consist of a chairman and six (6) members, or a total of seven
(7) members, each to serve a term of two (2) years.
Section 3. That the terms of office shall be for two (2) years beginning on January 1;
provided, however, that each of the board members appointed after the effective date of this
resolution shall determine, by the drawing oflots, four (4) members whose first full term shall be
one (1) year in duration and three (3) members whose first full term shall be two (2) years in
duration, and the staggered two (2) year terms thereby established shall thereafter be maintained.
Section 4. That this resolution shall be effective from and after its date of passage.
