2002-130-RES ACCEPT PROPOSAL OF HAYTER ENGINEERING FOR STILLHOUSE ROAD IMPROVEMENT PROJECT RESOLUTION NO. 2002-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, ACCEPTING THE PROPOSAL OF HAYTER ENGINEERING FOR ENGINEERING SERVICES FOR THE STILLHOUSE ROAD IMPROVEMENT PROJECT; AUTHORIZING AN ENGINEERING SERVICES CONTRACT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council ofthe City of Paris did heretofore, on the 11 th day of March, 2002, in Resolution No. 2002-058, authorize an engineering services contract with Hayter Engineering for preliminary work for the realignment of Stillhouse Road; and, WHEREAS, such alignment study has been completed, and the City of Paris is in need of engineering services for the right-of-way acquisition, design, and construction phases of the Stillhouse Road Improvement Project; and, WHEREAS, Hayter Engineering has made a proposal to perform such services, and the City Council finds and determines that said proposal is acceptable and Hayter Engineering should be awarded an engineering services contract for the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the proposal of Hayter Engineering, attached hereto as Exhibit A, be, and the same is hereby, accepted. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf ofthe City of Paris, an engineering services contract with Hayter Engineering, under the terms and conditions and in a form approved by the City Attorney, for the right-of-way acquisition, design, and construction phases ofthe Stillhouse Road Improvement Project. Section 4. That this resolution shall be effective from and after its date of passage. Box 9037 Paris, TX 75460 Re: Proposal for Engineering Services Stillhouse Road Improvements Dear Shawn: We appreciate your selection of our firm to provide a proposal for engineering services for the right- of-way acquisition, design, and construction phases for the improvement of Stillhouse Road from Clement Road to Loop 286. Under previous contract we have completed an alignment study for this project. The project length is about 2,000 feet, and the proposed right-of-way width would be 70 feet. Major reconstruction or relocation of 2 box culverts will be required, along with storm sewer in some areas. Coordination with TxDOT will be necessary at Loop 286, and with various utilities along the project route. 14 parcels have been initially identified for acquisition. The proposed pavement section would be of concrete, with curb and gutter, with the precise width yet to be determined. We propose to provide the following services: 1. Right-of- Way Acquisition Phase- a) Consult with City as required to define right-of-way needs. b) Furnish a registered professional surveyor and supporting staff to provide on the ground surveys and prepare field notes for each acquisition (14 estimated). c) Set monumentation for easements. 2. Design Surveys Phase - a) During the alignment study, aerial topography was obtained. The design surveys phase would include limited topographic surveying necessary to obtain culvert flowlines, sewer depths, and similar data to supplement the aerial photography. EXHIBIT .A 3. Design Phase- a) Provide a geotechnical investigation for pavement design purposes. b) Design the project, including grading, drainage, limited routine water or sewer relocations and pavement section. Provide contract documents for review by legal counsel, technical specifications, and an estimate of probable cost. c) Review completed drawings and specifications with City and TxDOT representatives, and submit to TDLR for accessibility review ifrequired. 4. Bidding Phase - a) Prepare necessary advertisement for bids, reproduce drawings and specifications for bidding purposes, and distribute bidding documents to contractors requesting same. b) Consult with Owner as to questions which may arise during the bidding process, and issue addenda as required. c) Attend the bid opening and assist in tabulation of the bids and recommendation of award. 5. Construction Phase - a) Consult with Owner and advise Owner as provided in the construction contract. Review periodic contractor payment requests, prepare change orders, and provide liaison with other government agencies, as required. b) Review and act on shop drawings and materials submittals provided by the Contractor. c) Make visits to the site at intervals appropriate to the various stages of construction. Daily observation would be provided by the City. Our project team would include Reeves Hayter, P.E., as principal in charge. Kenneth Jones, P.E., R.P.L.S. would direct the surveying activities, and either Reeves Hayter or Michael Donnan, P.E., would serve as project engineer. Resumes for these persons are attached. A timeline for the proposed project is attached, which is ananged to accommodate the construction phase during drier months ofthe year.
