RESOLUTION NO. 2002-097
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING TEXAS NARCOTICS CONTROL PROGRAM
GRANT AWARD; AUTHORIZING THE EXECUTION OF THE GRANTEE
ACCEPTANCE NOTICE; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 10th day of
December, 2001, in Resolution No. 2001-191, authorize an application to the Office of the
Governor, Criminal Justice Division, Texas Narcotics Control Program, for a Regional Controlled
Substance Apprehension Program Grant; and,
WHEREAS, the Office of the Governor has issued its Grant A ward entitled "Regional
Controlled Substance Apprehension Program (Task Force)," No. DB-02-AlO-13854-04, for the
period beginning June 1,2002, and ending May 31, 2003, in the total amount of $388,470.00,
requiring the City of Paris to provide $21,582.00 in the form of cash; and,
WHEREAS, acceptance of the same must occur within forty-five (45) days of the date of
said award, which occurred on April 19, 2002; and,
WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City
of Paris accept said Grant A ward and continue to improve the Regional Controlled Substance
Apprehension Program in the City of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the Regional Controlled Substance Apprehension Program Grant entitled
"Regional Controlled Substance Apprehension Program (Task Force)," No. DB-02-AlO-13854-04,
for the period beginning June 1, 2002, and ending May 31, 2003, in the total amount of
$388,470.00, requiring the City of Paris to provide $21,582.00 in the form of cash, be, and the
same is hereby, accepted.
Section 3. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, the Grantee Acceptance Notice, under the terms and conditions and
in the form shown in Exhibit A, attached hereto.
Section 4. That this resolution shall be effective from and after its date of passage.

This Acceptance Notice should be signed by the authorized official named on the grant and returned to the
Criminal Justice Division (CJD) by June 3, 2002. The grantee will not receive any grant funds until this notice is
executed and returned to CJD.

grant funds, permanently deobligating all or part of the grant funds, requiring reimbursement for funds

· The grantee officials understand that they must satisfy all special conditions placed on this grant
before receiving any funds.
· The grant must have three separate persons designated to serve as grant officials.

The Governor's Criminal Justice Division (CJD) has awarded the above-referenced grant. The approved
budget is reflected in the attached Budget Summary. This grant is subject to and conditioned upon acceptance
of the Governor's Criminal Justice Division's rules in Title I, Part I, Chapter 3, Texas Administrative Code.
Applicable special conditions are cited below. By signing and submitting the Grantee Acceptance Notice to
CJD, the grant officials accept the responsibility for the grant project and certify their agreement to the
conditions of grant funding.

Costs associated with Byrne or TNOA Annual Training Conferences will not be supported by this funding.

Vehicle Allowances: The maximum amount allowed for a vehicle lease is $600 per month. The
maximum amounts allowed for purchase of vehicles are $21,000 for a marked interdiction police unit
and $16,500 for an unmarked unit.
