2003-172-RES AUTHORIZE WAIVER OF ELIGIBILITY TO APPLY FOR GRANT FROM JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM RESOLUTION NO. 2003-172 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AUTHORIZING ON BEHALF OF THE CITY OF PARIS A WAIVER OF ELIGIBILITY TO APPLY FOR A GRANT FROM THE JlNENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM; DESIGNATING LAMAR COUNTY AS THE RECIPIENT OF THE CITY'S SHARE OF SAID GRANT, WITH THE CITY OF PARIS PARTICIPATING IN THE JlNENILE CRIME ENFORCEMENT COALITION CREATED BY LAMAR COUNTY; APPROVING THE FORM OF THE AFORESAID GRANT WAIVER OF APPLICATION; AUTHORIZING THE EXECUTION OF SAID WAIVER; AUTHORIZING PARTICIPATION IN THE JlNENILE CRIME ENFORCEMENT COALITION CREATED BY LAMAR COUNTY; AUTHORIZING PARTICIPATION BY THE CHIEF OF POLICE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Office of the Governor, Criminal Justice Division, provides funding for the Juvenile Accountability Incentive Block Grant Program; and, WHEREAS, the City of Paris is eligible to apply for a direct grant of funds in the amount of $10,645.00, requiring a 10 % cash match in the amount of $1 , 183.00 making the total project budget $11,828.00; and, WHEREAS, the City of Paris has the option of waiving its eligibility to apply and to designate a neighboring city or county as the recipient of the allocated amount; and, WHEREAS, it is deemed appropriate that the City of Paris waive its eligibility to apply for said grant and designate Lamar County as the recipient of the allocated amount, with the City of Paris participating in the Juvenile Crime Enforcement Coalition created by Lamar County; and, WHEREAS, the form of the Juvenile Accountability Incentive Block Grant Waiver of Application, attached hereto as Exhibit A, should, in all things, be approved, and the City Manager should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the waiver of the City of Paris's eligibility to apply for a Juvenile Accountability Incentive Block Grant and designating Lamar County as the recipient of the allocated amount be, and the same is hereby, approved. Section 3. That the form ofthe Juvenile Accountability Incentive Block Grant Waiver of Application, attached hereto as Exhibit A, be, and the same is hereby, approved. Section 4. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, the Juvenile Accountability Incentive Block Grant Waiver of Application, under the terms and conditions and in the form shown in Exhibit A, attached hereto and incorporated herein for all purposes. Section 5. That the City of Paris I s participation in the Juvenile Crime Enforcement Coalition created by Lamar County be, and the same is hereby, approved. Section 6. That the Chief of the Paris Police Department be, and he is hereby, appointed to serve as the representative of the City of Paris on the Lamar County Juvenile Crime Enforcement Coalition. Section 7. That this resolution shall be effective from and after its date of passage. The grant applicant that is requesting CJD funding is responsible for obtaining the written authorization from each entity that chooses to waive their allocation to the applicanfs organization. In addition, the grant applicant is responsible for forwarding this signed document at the same time that the Grant Application Certification Form is submitted to CJD via facsimile or mail.
