2003-186-RES AUTHORIZE CITY MANAGER AND CITY ENGINEER TO REQUEST PROPOSALS FOR WATER SYSTEM VULERNABILITY ASSESSMENT
RESOLUTION NO. 2003-186
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING THE CITY MANAGER AND THE CITY
ENGINEER TO REQUEST PROPOSALS FOR THE PERFORMANCE OF
A WATER SYSTEM VULNERABILITY ASSESSMENT PURSUANT TO
THE REQUIREMENTS OF THE PUBLIC HEALTH SECURITY AND
BIOTERRORISM RESPONSE ACT; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, on June 12, 2002, President George Bush signed into law the Public Health
Security and Bioterrorism Response Act, which constituted in part the congressional response to
the terrorism attacks of September 11,2001; and,
WHEREAS, the purpose of said Act is to formulate a comprehensive strategy for water
system security nation wide; and,
WHEREAS, the aforesaid Act empowered the Environmental Protection Agency Water
Protection Task Force with implementing the provisions of said Act related to drinking water; and,
WHEREAS, a requirement under said Act is that each community water system serving
a population greater than 3,300 conduct an assessment on the vulnerability of its system to
intentional acts intended to substantially disrupt the ability of the system to provide a safe and
reliable supply of drinking water; and,
WHEREAS, the aforesaid Act provides no funding to assist local entities in performing
said vulnerability assessment; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That, in accordance with the requirements of the Public Health Security and
Bioterrorism Response Act, the City Manager is hereby authorized in conjunction with the City
Engineer to prepare and advertise requests for proposals for qualified consultants to perform an
assessment of the vulnerability of the City of Paris water system to intentional acts intended to
substantially disrupt the ability of the system to provide a safe and reliable supply of drinking
water, the same constituting a vulnerability assessment pursuant to said Act.
Section 3. That following the receipt of qualified proposals, the City Manager and the
City Engineer shall review same and make a recommendation to the City Council for award of a
contract for performance of said vulnerability assessment.
Section 4. That this resolution shall be effective from and after its date of passage.
