2003-146-RES APPROVING PLANS/SPECIFICATIONS FOR CONSTRUCTION OF DOWNTOWN'S STREETSCAPE PROJECT
RESOLUTION N0.2003-146
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING PLANS AND SPECIFICATIONS FOR THE
CONSTRUCTION OF DOWNTOWN STREETSCAPE PROJECT, FEDERAL
PROJECT STP 2000 (615) TE, CSJ-0901-29-017; AUTHORIZING THE
ADVERTISEMENT FOR BIDS FOR SAID CONSTRUCTION; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 5th day of
August, 1999, in Resolution No. 99-100, authorize an application to be made to the Texas
Department of Transportation for the Statewide Transportation Enhancement Program grant; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of June,
2000, in Resolution No. 2000-073, accept the Grant Award entitled "Statewide Transportation
Enhancement Program" Grant No. CSJ-0901-29-017, Project STP 2000 (615) TE, in the total
amount of $805,920.00, requiring matching contribution of $201,480.00; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of July,
select Hayter Engineering to provide professional engineering/design services for the Downtown
StreetScape Project, "Statewide Transportation Enhancement Program" Grant No. CSJ-0901-29-
017, Project STP 2000 (615) TE; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of
August, 2001, in Resolution No. 2001-122, approve an Agreement for Professional Services with
Hayter Engineering for professional engineering/design services related to the Downtown
StreetScape Project; and,
WHEREAS, plans and specifications have been prepared by Hayter Engineering, with the
title being given thereto of the "Downtown StreetScape Project," Federal Project STP 2000 (615)
TE, CSJ #0901-29-017, which plans and specifications are recommended for approval by said
engineer; and,
WHEREAS, it is deemed appropriate that such plans and specifications be approved and
that such project be authorized for advertisement for bids; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the plans and specifications for the "Downtown StreetScape Project,"
Federal Project STP 2000 (615) TE, CSJ #0901-29-017, be, and the same are hereby, approved.
Section 3. That such construction project be advertised for bids to be received after due
notice at the office ofthe City Manager of the City of Paris, City Hall, 135 1st Street S.E., Paris,
Texas 75460, until 3:00 o'clock p.m. on October 7,2003, or at such other date and time as the
City Manager shall direct, at which time said bids will be opened in the City Council Chamber,
City Hall, 135 1st Street S.E., Paris, Lamar County, Texas, and bids will be tabulated and
presented to the City Council for the purpose of letting such bid.
Section 4. That this resolution shall be effective from and after its date of passage.
