2004-024-RES LETTER OF AGREEMENT BY AND BETWEEN THE CITY OF PARIS AND THE TEXAS HISTORICAL COMMISSION TO QUALIFY THE CITY RESOLUTION NO. 2004-024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING AND AUTHORIZING A LETTER OF AGREEMENT BY AND BETWEEN THE CITY OF PARIS AND THE TEXAS HISTORICAL COMMISSION TO QUALIFY THE CITY FOR ELIGIBILITY TO CONTINUE TO PARTICIPATE IN THE MAIN STREET GRADUATE CITY PROGRAM; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris has been extended the opportunity to continue to participate as a graduate city in the Texas Main Street Program; and, WHEREAS, in order to continue to participate in said program, the City is required to enter into a Letter of Agreement with the Texas Historical Commission which represents a commitment on the part of the City to continue as an "Official Graduate Main Street City"; and, WHEREAS, the aforesaid commitment contains mutual obligations on the part of the City and the Texas Historical Commission incident to said designation; and, WHEREAS, the City Council desires to accept said offer of official designation and to continue to participate in the aforesaid program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, and the City Clerk to attest to a Letter of Agreement, a copy of which is attached hereto as Exhibit A and for all purposes incorporated herein, by and between the City of Paris and the Texas Historical Commission to authorize the City to continue as an "Official Graduate Main Street City" and to participate as a graduate city in the Texas Main Street Program. Section 3. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this 9th day of February, 2004. LA WERENCE OAKS, EXECUTIVE DIRECI'OR The State Agency for Historic Preservation LETTER OF AGREEMENT The City of Paris has the opportunity to be a graduate city in the Texas Main Street Program of the Texas Historical Commission (THe). This Letter of Agreement represents your commitment to continue as an "Official Graduate Main Street City" for 2004. The following is a list of services your community will receive as a Graduate Main Street City: · Securing a Main Street Manager Should a replacement manager be needed, resumes of screened, qualified applicants will be provided to the City Manager by request. · Program Manager Training Specialists in the areas of organization, design, promotion and economic restructuring will provide training for local Main Street Managers. THC shall provide five training opportunities. As an Official Graduate Main Street City you agree to send your Main Street manager to at least two of these training sessions each year: Basic Manager or Graduate Manager Training (January/February); Texas Historical Commission Annual Conference in the spring; Texas Downtown Association Mid-year Conference in the spring; Main Street Summer Training; and Texas Downtown Association / Main Street Annual Conference (fall). Another training opportunity is National Town Meeting in the spring. If a replacement manager who has not attended Basic Main Street manager training is hired in an Official Graduate Main Street City, the Main Street Manager will be required to attend the Texas Main Street Training in January and February. A stipend for this training will be charged to the graduate city. · Main Street Program Network The "Monthly Update," the Main Street communique is sent each month to all Texas Main Street cities. In addition, the Main Street Manager is subscribed to the Main Street list serve, an email network available only to Official Texas Main Street cities. · Reporting As an Official Graduate Main Street City, the Main Street Manager for the City of Paris will submit Monthly Reports by the 10th of the following month. Quarterly reinvestment figures will be submitted for the months of June, April, July and October. A Ten Criteria Survey submitted to th~ Texas Main Street Center will also be required by August 13, 2004. Letters of Agreement will not be renewed without receipt of the Ten Criteria survey. · Service Upon request, one on-site staff visit will be made during the year to the City of Paris. The type of assistance that may be requested includes strategic planning, board training, economic development assistance and merchandising assistance. TDD 1-800/735.2989 www.thc.state.tx.us EXH lBrr ;1- Letter of Agreernenl- 2004 Paris - Page 2 The City of Paris is, in turn, expected to commit to and adopt the Main Street strategy, as developed by the Texas Main Street Center of the Texas Historical Commission and the National Main Street Center, which consists of the following ten criteria: 1. Broad-based public support for the commercial district revitalization process, with strong support from both public and private sectors. By involving a broad range of interests and perspectives in the revitalization process, the Main Street program leverages the community's collective skills and resources to maximum advantage. The goal is for all sectors to understand and be philosophically committed to the revitalization process and commit maximum resources possible to achieve commercial district revitalization. 2. Vision and mission statements relevant to community conditions and to the local Main Street program's organizational stage. A mission statement crystallizes the program's sense of purpose and overall direction. A vision statement communicates the organization's long-term hopes and intentions for the commercial district. 3. Comprehensive Main'Street work plan providing detailed blueprint for activities, reinforcing program's accountability and providing measurable objectives by which program can track progress. 4. Historic preservation ethic. Historic preservation involves not only the process of rehabilitating, restoring or renovating older commercial buildings, but also the process of adopting planning and land use policies which encourage full use of existing commercial centers before new development takes place, and removing the regulatory and other barriers which sometimes make it difficult to attract investment to historic commercial districts. 5. Active board of directors and committees. The direct involvement of an active board of directors and committees is key to changing the community's attitude about its commercial district. The Main Street director is responsible for facilitating volunteers, not for single-handedly revitalizing the commercial district. 6. Adequate operating budget. To be successful, a Main Street program must have the financial resources necessary to carry out its work plan. The size of a program's budget will change as the program matures, and is likely to vary according to regional economic differences and community size. 7. Paid, professional program Manager. Coordinating a successful program requires a trained, professional staff person who in most cases, works full time. The most successful program Managers are those who are good communicators, good volunteer motivators, and possess good organizational and management skills, which keep the program's many activities moving forward on schedule and within budget. 8. Program of ongoing training for staff and volunteers. Both staff and volunteers need different skills in different phases of the revitalization process, and as staff and volunteer turnover occurs, they will need basic Main Street training. Participants also should stay current on issues affecting commercial districts as well as new revitalization techniques and models. 9. Reporting of key statistics. Tracking statistics, such as reinvestment, job and business creation, and so on, provides a tangible measurement of the local Main Street program's progress and is crucial to garnering financial and programmatic support for the effort. Statistics must be collected on a regular, ongoing basis. Letter of Agreemenl- 2004 Paris - Page 3 10. Current member of the National Main Street Network. Participation in the National Main Street Network connects local programs to their counterparts throughout the nation, providing them with valuable information resources. Membership in the National Main Street Network is compulsory in order to receive national recognition through the National Main Center. These Ten Criteria are mandatory for eligibility as a Texas Main Street city. The City of Paris's Main Street Manager will attend at least two ofthe training opportunities. The City of Paris is accepting Official Graduate Main Street City status with the understanding and agreement that they will apply the Main Street approach in their downtown revitalization program for the period, January 1,2004 through December 31, 2004. The appropriate stipend is due by January 31,2004.
