RESOLUTION NO. 2002-002
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE PARIS
ECONOMIC DEVELOPMENT CORPORATION, APPROVING THE
ANNUAL PLAN OF WORK; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Paris Economic Development Corporation, in keeping with Section 4.03
(4) of its Bylaws, is obligated to develop an annual plan of work outlining the activities, tasks,
projects and programs to be undertaken by the Board during the upcoming fiscal year and to
deliver the same to the City Manager of the City of Paris on or before June 30 of each year; and,
WHEREAS, the annual plan of work attached hereto as Exhibit A is hereby presented by
the Director of Economic Development, and it is appropriate that such plan be approved; NOW
THEREFORE;

Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the annual plan of work attached hereto as Exhibit A be, and the same is
hereby, approved.
Section 3. That the Director of Economic Development be, and he is hereby, directed to
deliver the annual plan of work to the City Manager of the City of Paris.
Section 4. That this resolution shall be effective from and after its date of passage.

This next year will bring tremendous challenges to the very
existence of the economic development corporations across the state.
The Texas Legislature has undertaken many interim studies about
the Sales Tax for Economic Development. With the State facing
budget shortfalls, as well as our local and national governments, the
funding of economic development will be an issue.
There are certainly isolated instances of abuse and misuse of
the sales tax for economic development, which will inevitably be
used against the entire economic development community. Our
position should be for maintained local control and continue to
follow the letter and intent of the law, as we have always done here
in Paris, Texas. Through the Texas Economic Development Council
and the Texas Economic Development Sales Tax Association we can
support efforts to keep the economic development sales tax in place.
Preparedness and aggressive marketing is the order of the day
for the Paris Economic Development Corporation. Marketing of the
existing properties we have and being prepared to facilitate future
locations is what váll bring Paris the desired primary employers to
move our economy forward.

TO PLAN, PROMOTE, FINANCE, AND CONSTRUCT OPPORTUNITIES FOR
THE RETENTION, GROWTH, AND ATTRACTION OF BUSINESS* THAT
ENHANCE THE LEVEL OF EMPLOYMENT, THE ECONOMIC BASE AND

Definition: To entrust or burden with; to command, instruct, or exhort with right or
authority; to impose a task or responsibilities on.
The Paris City Council charges the directors of the Paris Economic Development
Corporation (PEDC) with the following responsibilities and actions:
To focus all Corporation endeavors on implementation of the Mission
Statement for the PEDC
. To operate only in a manner consistent with all federal, state, and local laws.
. To follow and implement the "501 (c) (3) Operational Guidelines" with the
advice and counsel of the City Attorney of the City of Paris. @
. To follow the Council "Policy Directives" for the PEDC in carrying out the
Council Charge. @
. To take all actions identified in the "Critical Path of Start-up." @
. To complete a 'Strategic Plan" following the guidelines of the 'Strategic Plan
Process" by May 31,1994. @
. To clearly delineate in writing the roles of other community organizations in
assisting the PEDC in carrying out the Council Charge.:'.
. To the very best of the Board's ability, make decisions that are the best le,gal,
ethical, and long-term economic interests of the overall community of Paris.
. To encourage employment growth in all segments of the Paris citizenry
without regard to race, creed, sex, or age.

OVERALL ECONOMIC DEVELOPMENT PROGRAM
Pursuant to the voters of Paris desires expressed in the May, 1993,
election, the Paris City Council created the Paris Economic Development
Corporation (PEDC). The charge of the Paris City Council was simple in
statement: To develop a comprehensive business incentive package with
approval criteria that would encourage employment growth, focusing all
endeavors on the implementation of the Mission Statement. However, an overall
economic development prograr'n is anything but simple. Economic development,
in the fullest sense, is a mix of bringing money (new dollars) and investment into
the City.
The PEDC Program of Work develops specific actions and programs that
take advantage of Paris' strengths and mitigate weaknesses in order to
accomplish the Council's charge. It focuses the activities of the PEDC by
concentrating on those programs that have the best chance of succeeding. The
Program of Work involves the process of:
. Establishing goals and objectives;
. Concentrating on limited issues;

. Implementing specific actions.
Integral to the process of selecting goals and objectives is the
acknowledgment that there are restraints on the program and activities selected
for inclusion. Besides the legal restrictions that dictate how the sales tax
revenues can be spent, there is the reality that to be successful the efforts of the
Corporation must be targeted.
GOAL I. RETENTION AND EXPANSION
OF EXISTING INDUSTRIES
Retention and expansion of the Paris area existing industrial sector jobs.
OBJECTIVE
To maintain and retain existing industry in the Paris area and encourage and
assist the expansion of these currently existing industries and their employment
base.
ACTIONS
1. Increase manufacturing sector employment.
2. Participate with the Chamber of Commerce Industrial Managers Group.
3. Recognize local industries for expansion, growth, and outstanding
contribution to the Paris economy.
4. Initiate a program of personal visitation by PEDC to local industries.
5. Work with the Chamber of Commerce to publish and distribute a directory of
Paris and Lamar County manufacturers.

6. Work with local industry to secure prospect leads.
7. Make local industries aware of any and all assistance programs for the
expansion of existing operations, such as: Enterprise Project, Tax Phase-In,
Industrial Training, and Skills Development Fund.

8. Conduct cost-benefit analysis to be used in determining incentive packaging.
9. Utilize staff to effectively carry out all economic development functions of the
PEDC.
10. Participate in the Northeast Texas Regional Mobility Council (NETMOB) to
improve transportation facilities to the Paris area.
GOAL II. RECRUITMENT OF NEW PRIMARY
EMPLOYERS
Recruitment of new primary employers in manufacturing,
distribution/warehousing, and basic industrial activities by marketing the
locational advantages and amenities of Paris.
OBJECTIVE
Gain regional, state, and national recognition of the positive aspects of doing
business in Paris, to attract new primary employers.
ACTIONS
1. Publish brochures that promote Paris as an optimal business location.
2. Develop advertising materials to be used in magazines, newspapers,
billboards, and direct mail.
3. Develop target industry groups and conduct direct solicitation.
4. Participate with industrial allies in trade shows of target industry sectors.
5. Contact prospective industries for facility locations in Paris.
6. Develop a library of statistical and demographic information on Paris and the
" trade area.
7. Work in close cooperation with industrial allies, such as TXU Electric & Gas,
Railroads, Texas Department of Agriculture, and the Texas Department of
Economic Development.
8. Participate in the American Chambers of Commerce Researchers
Association (ACCRA) Cost of Living Survey.
9. Participate in the ACCRA Community Profile Program.

GOAL III. START-UP BUSINESS AND SMALL
BUSINESS DEVELOPMENT
Encourage start-up business and small business development through the
entrepreneurial spirit of the Paris economic environment.
OBJECTIVE
To have new innovative businesses develop in Paris, as well as to increase the
small business sector.
ACTIONS
1. Coordinate closely with the Small Business Development Center to provide
.assistance in the development of business plans and creative financing.
2. Work with the Ark-Tex Council of Governments to develop a Revolving Loan
Fund for Paris small businesses.
3. Work with Ark-Tex Council of Governments to utilize the Chapman Revolving
Loan Fund.
4. Work diligently with city government to establish one-stop, fast track business
permitting.
5. Promote the Paris Enterprise Zone Program as a locational incentive.
6. Encourage and assist new industrial support services.
7. Promote city's Revolving Loan Fund.
GOAL IV. INFRASTRUCTURE/TRAINING
Infrastructure development and workforce training to support the other goals of
the PEDC.
OBJECTIVE
Provide necessary support systems to entice existing industry to expand in Paris
and new industries to locate in Paris and provide a trained and ready workforce
for industry.
ACTIONS
1. Support the improvement and preservation of transportation access into
Paris, ground, rail, and air.
2. Develop site plan for NW Industrial District and begin infrastructure
improvements.
3. Re-evaluate a model building program to attract prospective industry.
4. Coordinate industry training needs with local school districts and Paris Junior
College.
5. Support the Texas Workforce Commission and the Local Workforce
Development Board in providing training and assistance to the Paris' area
workforce.
6. Promote the Skills Development Fund to Finance training of Paris area ""-
technical workforce through Paris Junior College.
7. Encourage local industry and employers to utilize the Job Training
Partnership Act to facilitate training of new employers.
8. Support the Texas Air Quality Coalition to maintain Paris' attainment status.
