PARIS ECONOMIC DEVELOPMENT CORPORATION
RESOLUTION NO. 2002-003
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE PARIS
ECONOMIC DEVELOPMENT CORPORATION, APPROVING THE
ANNUAL BUDGET; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Paris Economic Development Corporation, in keeping with Section 8.03
of its bylaws, is obligated to have a proposed budget prepared, approved and delivered to the City
Manager of the City of Paris on or before June 30 of each year for inclusion in his annual budget
to be presented to the City Council in accordance with the Charter of the City of Paris; and,
WHEREAS, the budget attached hereto as Exhibit A is hereby presented by the Secretary-
Treasurer, and it is appropriate that such budget be approved; NOW THEREFORE;
BE IT RESOLVED BY

Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the budget attached hereto as Exhibit A be, and the same is hereby,
approved.
Section 3. That the Secretary-Treasurer be, and she is hereby, directed to deliver the
budget attached hereto as Exhibit A to the City Manager of the City of Paris for inclusion in his
annual budget to be presented to the City Council in accordance with the Charter of the City of
Paris.
Section 4. That this resolution shall be effective from and after its date of passage.

to sell their packaging plant in Paris, Texas, some buyers wanted to take the equipment and close down the plant. \y'e wanted to buy it and
expand its operations. The Paris Economic Development Corporation helped Paris Packaging obtain interim financing and a bond issue so
we could acquire the plant. The financial institutions in Paris were a great help. It's clear Paris is not only interested in bringing in new

ECONOMIC DEVELOPMENT SERVICES COMPANY is pleased to present the results of this Workforce
Availability Survey and Analysis. This report contains the results from the area we define as the
Northeast Texas Region. including the following Texas COlmty's:

The findings in the study were obtained from a statistical survey sampling of 0=1,175 people, who are
between 16 and 75 years of age, and looking/willing/able to work. All responses to this survey were
gathered between January 31 and February 15 of2002.
The Workforce Availability Survey and Analysis required the efforts of a team of specialists ranging from
economic developers to statisticians (see Credentials Tab). These experts constructed the sufŸey in
conjunction with the Paris Economic Development Corporation. Telephone interviews were conducted by
DSS Research in Arlington, Texas (see Credentials Tab).
DSS Research selected simple random samples from computer generated lists for the area, to ensure that
the samples were representative of the population and workforce in the Region. Individuals which were
interviewed had to meet the following criteria:

Executive Summary
Introduction
This report first presents population growth in the Northeast Texas Region.1 The Chart below
shows changes in population back to 1970 for three counties: Hopkins, Hunt, and Lamar. As
shown in the Chart, growth has been remarkable in Hunt County since 1990. Additionally,
Hopkins and Lamar experienced some growth during the same period, Growth rates from 1980
to 2000 for the three counties totaled: Hopkins 10,8%, Hunt 19%, and Lamar 10.4%.

The analysis of the Lamar County labor force leads to several conclusions: the area has
an older, highly skilled, and well-educated labor pool; the majority of unemployedwill
work for under $15 per hour; and has a good supply of available part-time and shift
labor. The rationale for this conclusion is discussed throughout the study.
The data collected in the surveys displays many characteristics of the work force (defined as
anyone willina and able to work; and between the aaes of 16 and 75). The following
percentages used in the summary reflect the percent of respondents for Lamar County (n=350)
and the Northeast Texas Region (n=1,175).

Finally, the study found that Lamar County respondents are employed in a variety of counties.
Most employed people that live in Lamar County also work in Lamar County; however, some
work outside of the City of Paris (10%). Red River County is the largest outside employment
hub for residents of the County drawing almost 3% of Lamar employees, Other employment
locations for Lamar County residents include: Dallas County (1.2%), Hunt County (1.2%), and
varies/travel (1.6%).
