00 AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in work session at 5:00 p.m. followed immediately by meeting in regular session on Monday, January 12, 2009. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no mare than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meetings on December 8, 2008 and December 15, 2008. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Paris Economic Development Corporation (10-14-08; 10-30- 08) b. Planning and Zoning (11-3-08) c. Building and Standards Commission (8-18-08; 12-15-08) d. Airport Advisory Board (10-9-08; 11-20-08) e. Paris Historic Preservation Commission (10-27-08) f. Paris Public Library (11-19-08) 7. Deliberate and acceptance of November monthly financial report. 8. Deliberate on drainage ditch maintenance report. 9. Deliberate on Casa Bonita demolition project. lO.Deliberate on update of One Oak. 11.Deliberate on update of Westgate. 12.Report on demolition of dilapidated houses. 13.Deliberate and act on a resolution approving the existing City of Paris investment policy. Regular Agenda 14.Deliberate and act on the Preliminary Plat of Lot 1, Block 32-13, Paris New Generation Missionary Baptist Church Addition 32B, being located in the 1100 Block of Pine Bluff. 15.Deliberate and act on the Preliminary Plat of Lot 16, Stone Ridge Phase 5 Addition, being located in the 3900 Block of 48`" Street N.E. 16.Deliberate and act on the Master Plat and Preliminary Plat of Lots 2, 3, 4, 5, 6, 7, 8 and 9, Block A, Pecan Place Addition, being located in the 4000 Block of Pine Mill Road. 17.Public hearing; first reading, deliberate and possibly act on an ordinance approving and adopting revisions to the Future Land Use Plan Map for the City of Paris, as follows: a. That the future land use recommended for the property located on Lot 11, City Block 35, being number 221 8th N.E., be changed from Low Density Residential to Commercial. 18.Public hearing, deliberate and possibly act on an ordinance approving the petition of Xuan Thu Thi Pham for a change in zoning from a Multiple-Family Dwelling District No. (MF-1) to a Commercial District (C) on Lot 11, City Block 35, being number 221 8`" Street N.E. 19.Deliberate and act on a resolution authorizing the City of Paris to contract with the County Elections Administrator for election services for the City of Paris 2009 General Election; and authorizing the City Manager to negotiate and execute all necessary documents. 20.Deliberate and act on a resolution ratifying and approving the acceptance of two Texas Department of Transportation Capital Improvement Grants, TxDOT CSJ No. 09MPPARIS for completion of a new Airport Master Plan in the amount of $180,000 and TxDOT CSJ No. 0901 PARIS for engineering and design of the construction projects in the amount of $157,500. 21.Deliberate and act on a request to amend Section 10-110 of the Zoning Code to allow the use of additional paving materials for non-residential parking and driveway areas. 22.Deliberate on employee group medical, dental, and vision insurance. 23.Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 24.Deliberate on possible future agenda items. 25.Adjournment.
