Wright, Director of <br />Council Date: <br />Community Development <br />10. <br />1 /12/09 <br />RECOMMENDED MOTION: <br />Not an action item <br />POLICY ISSUE(S): <br />Council objective; Nuisance abatement <br />BACKGROUND: <br />Around mid-October, the Community Development Department solicited Brady Environmental <br />to perform an asbestos survey on the One Oak Aparhnents. On November 18, 2008, the City received <br />the final inspection report indicating that asbestos is present in floor tile and mastic, sheetrock, tape, <br />bedding, and joint compounds, and spray-on ceiling textures. Because this building is structurally intact, <br />the hazardous materials must be removed prior to demolition. <br />On January 12, the Director of Community Development advised the Council that she had <br />received an informal estimate for removal of the environmental materials and demolition of the <br />buildings in amount of $280,000. The City Council's consensus upon receiving that report was to seek <br />formal bids. The Director consulted with environmental surveyors regarding the best approach to <br />demolish the property, and they have stated that, for liability purposes, the City should first abate the <br />asbestos then demolish the structures under two separate contracts. Brady Environmental has been hired <br />to prepare bid specifications for abatement of the environmental hazards, and they anticipate completion <br />of those specifications by February 12. Thereafter, advertisements will be placed in the local newspaper <br />and mailed to contractors.
