BACKGROUND:
Chisum ISD is adding science labs to its high school and middle school. This property
was annexed in 1999 and never platted. This is the preliminary and final plat for the
entire 157.54 acre Chisum ISD school District Property located on the west side of the
3200 Block of Church Street. Staff recommends approval of both plats.
The school district has also requested a variance from the requirement in the Code of
Ordinances in Appendix B, Section VIII. Design of Improvements, A. Curb and Gutter
to construct curb and gutter along the boundary roads (7t" St. S. W. and CR 21400) of the
subdivision. The total street frontage is approximately 3,760 feet and would cost an
estimated $90,000. Staff is in the process of evaluating the need to revise this section of
the ordinance to allow for future assessments rather than upfront payments. Staff concurs
with P&Z's recommendation for approval of the curb and gutter variance but with the
stipulation that Chisum ISD be assessed a fee for their portion of curb and gutter when
street and drainage improvements are made in the future.
BOARD/COMMISSION RECOMMENDATION:
The Commission recommended approval of the curb and gutter variance, preliminary plat
and final plat, subject to City Engineer's recommendations by a vote of 5-0 on each plat.

I have reviewed the final plat of the above referenced addition. It appears that the final plat
coinplies with the City of Paris subdivision regulations, except for the curb and gutter
requirement. The Code of Ordinance Appendix B-Subdivision Regulations, Section VIII.
Design of Improvements requires that "it (curb and gutter) shall be constructed along both sides
of all streets and avenues within the subdivision and along the subdivision's side of all boundary
streets. The cost of this work will not be subject to any participating aid by the City." I request
that the school district's curb and gutter variance be granted. I recommend appraval of the final
plat upon submission of a mylar copy with signatures of the surveyor and owners prior to
February 9, 2008.
