2009-006-RES-APPROVING PROCLAMATION DECLARING APRIL AS FAIR HOUSING MONTHRESOLUTION NO. 2009-006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A PROCLAMATION DECLARING THE MONTH OF APRIL AS FAIR HOUSING MONTH; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris is supportive of Title VIII of the Civil Rights Act of 1968, as amended, which prohibits discrimination in housing; and, WHEREAS, the Mayor of the City of Paris has executed a Proclamation in the form shown in Exhibit A, attached hereto, proclaiming the month of April as "Fair Housing Month" in the City of Paris; and, WHEREAS, it is deemed to be in the best interests of the City of Paris that the City Council of the City of Paris show support of the Fair Housing law by approving said proclamation; 1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the Proclamation proclaiming April as "Fair Housing Month" in the City of Paris in the form shown in Exhibit A attached hereto, be, and the same is hereby, approved. Section 3. Kent McIlyar, City Attorney PROCLAMATION WHEREAS, Title VIII of the Civil Rights Act of 1968, as amended, prohibits discrimination in housing and declares it a national policy to provide, within constitutional limits, for fair housing in the United States; and, WHEREAS, the principle of Fair Housing is not only national law and national policy, but a fundamental human concept and entitlement for all Americans; and, WHEREAS, the thirty-ninth anniversary of this National Fair Housing Law, during the month of April, provides an opportunity for all Americans to recognize that complete success in the goal of equal housing opportunity can only be accomplished with the help and cooperation of all Americans; NOW, THEREFORE, 1, Jesse James Freelen, Mayor of the City of Paris, Texas, by the authority vested in me, do hereby proclaim April as "FAIR HO USING MONTH" in the city of Paris and do, hereby, urge all the citizens of Paris to become aware of and support the Fair Housing law. RESOLUTION NO. 2009-007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; DESIGNATING THE AUTHORIZED SIGNATORIES FOR DRAWDOWN REQUESTS FROM THE OFFICE OF RURAL COMMUNITY AFFAIRS FOR ALL OF THE CITY OF PARIS' TEXAS COMMUNITY DEVELOPMENT PROGRAM PROJECTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, on August 27, 2007, the City Council approved the application for and acceptance of a grant from the Texas Department of Economic Development Main Street Program for sidewalk and other improvements in the Downtown area; and, WHEREAS, on May 21, 2008, the City of Paris was awarded a grant in the amount of $150,000.00, with the city of Paris pledging $65,000.00 in cash and in-kind services; and, WHEREAS, as part of the special conditions under the grant, and as a pre-requisite for having funds released for the project, it is necessary that the City designate the authorized signatories for drawdown requests under this grant, and the same should hereby be approved. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2.
