Agenda00CITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:00 p.m. on Monday, February 9, 2009. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to anY comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) 5. Announcements. a. Proclamation declaring the month of February as Scouting Anniversary Month. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 6. Deliberate and act on the approval of minutes from the meetings on January 12, 2009 and January 26, 2009. 7. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Main Street Advisory Board (8-5-08; 9-16-08; 11-1 ]-08; 12-16-08) b. Paris Public Library Advisory Board (12-17-08) 8. Deliberate on drainage ditch maintenance report. 9. Deliberate on Casa Bonita demolition project. lO.Deliberate on One Oak apartment complex. 11.Deliberate and act on a resolution ordering the regular municipal election for the City of Paris, to be held on May 9, 2009, for the purpose electing members of the Paris City Council in Districts 4, 5&7. Regular Agenda 12.Deliberate on status of disconnection of utilities from demolition houses. 13.Deliberate and act on the Preliminary Plat of Lot l, Block A, Thomas Addition, being number 3210 Lamar Avenue. 14.Deliberate and act on the Preliminary Plat of Lot 1, Block A, Chisum ISD Addition 339, being number 3250 Church Street. 15.Deliberate and act on a curb and gutter variance request from Chisum I.S.D. on a proposed plat of property. 16.Deliberate and act on the Final Plat of Lot l, Block A, Chisum ISD Addition 339, being number 3250 Church Street. 17.First reading and deliberate on an ordinance granting to Steve B. Raney and Wendy L. Raney, DBA Yellow Cab Company, an extension of an existing franchise to use the public streets, alleys, and highways of the City for Paris for the purpose of transporting passengers for hire in motor vehicles. 18.First reading and deliberate on an ordinance granting to Steve B. Raney and Wendy L. Raney, DBA City Cab Company, an extension of an existing franchise to use the public streets, alleys, and highways of the City for Paris for the purpose of transporting passengers for hire in motor vehicles. 19.First reading and deliberate on an ordinance granting to David Thompson, DBA Lone Star Cab Company, an extension of an existing franchise to use the public streets, alleys, and highways of the City for Paris for the purpose of transporting passengers for hire in motor vehicles. 20.First reading, deliberate and possibly act on an ordinance amending the Traffic Control Map adopted in Section 31-65(b) of the Code of Ordinances extending the no parking zone in the 300 block of NE 35''' Street be extended to the 400 block of NE 35tn Street. 21.First reading, deliberate and possibly act on an ordinance amending Section 5-7, Limitations on Keeping Livestock - Generally, of Chapter 5, Animals and Fowls, of the City of Paris Code of Ordinances of the City of Paris, Texas; changing the ratio of animals to area and providing for a one year compliance period. 22.First reading, deliberate and possibly act on an ordinance amending Subsection ] 0-110 Paving Standards, of Section 10-100 Off-Street Parking and Loading Regulations of Ordinance No. 1710, the Zoning Ordinance of the City of Paris, Texas; providing for exempting existing businesses from requirement of paved parking. 23.Deliberate and act on the status of a building permit for John House d/b/a Paris Extended Stay Suites, 1518 Lamar Avenue. 24.Deliberate on Council lYlember agenda item request form and procedure. ZS.Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-08 1. 26.Adjournment.
