CITY COUNCIL AGENDA
Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, March 23, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings
on March 9, 2009.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Historic Preservation Commission (2-23-09)
7. Deliberate on Casa Bonita demolition project.
Regular Agenda
8. Deliberate on February monthly financial report.
9. Report on goals and objectives.
I O.Deliberate on presentation of strategic business plan.
11.Deliberate on update of water and sewer capital improvements.
12.Deliberate on presentation of FY 2008-2009 audit report.
13.Deliberate, provide direction to staff, and possibly act on an
application for disannexation of approximately 1.479 acres of land
located on Highway 271 North, forming a portion of the current
outer boundaries of the city limits of the City of Paris in response
to an application for such disannexation filed by John Dusenberry.
14-Deliberate, provide direction to staff, and possibly act on an
application for disannexation of approximately 1.265 acres of land
located on FM 79, forming a portion of the current outer
boundaries of the city limits of the City of Paris in response to an
application for such disannexation filed by J.T. Stephens and
Margaret Stephens.
15-Deliberate, provide direction to staff, and possibly act on an
application for disannexation of approximately 39.12 acres of land
located on FM 79, forming a portion of the current outer
boundaries of the city limits of the City of Paris in response to an
application for such disannexation filed by David R. Robinson.
16-Third reading, deliberate and act on an ordinance granting to Steve
B. Raney and Wendy L. Raney, DBA Yellow Cab Company, an
extension of an existing franchise to use the public streets, alleys,
and highways of the City for Paris for the purpose of transporting
passengers for hire in motor vehicles.
17. Third reading, deliberate and act on an ordinance granting to Steve
B. Raney and Wendy L. Raney, DBA City Cab Company, an
extension of an existing franchise to use the public streets, alleys,
and highways of the City for Paris for the purpose of transporting
passengers for hire in motor vehicles.
18.Third reading, deliberate and act on an ordinance granting to David
Thompson, DBA Lone Star Cab Company, an extension of an
existing franchise to use the public streets, alleys, and highways of
the City for Paris for the purpose of transporting passengers for
hire in motor vehicles.
19.First reading, deliberate and possibly act on an ordinance declaring
the unopposed candidates in Council District 4, 5 and 7 for the
May 9, 2009 general election elected to office; determining that no
election be held; and directing that a certificate of election be
issued to the unopposed candidates.
20.Deliberate and act on a 1,540 foot eastern extension of the Trail de
Paris from its current east end to the Reno City limits; and
authorizing the City Manager to negotiate and execute all
necessary documents.
21.Deliberate and act on a project by the local United Way to install
signs and pavement markings on and along the north-south trail
between the Sports Complex and the Trail de Paris as part of the
"Born Learning Trail," and authorizing the City Manager to
negotiate and execute all necessary documents.
22.Deliberate and act on a resolution awarding the bid and authorizing
the execution of the lease of approximately 165 acres of Lake
Gibbons property for pasture rights; and authorizing the City
Manager to negotiate and execute all necessary documents.
23.Deliberate and act on a resolution awarding the bid and authorizing
the execution of the lease of approximately 250 acres of Lake
Gibbons property for the hay crop; and authorizing the City
Manager to negotiate and execute all necessary documents.
24-Deliberate and act on a resolution approving and authorizing the
execution of a Contract with the North Central Texas Council of
Governments (NCTCOG) for Governmental Accounting Standards
Board Statement 45 (GASB 45) actuarial services; and authorizing
the City Manager to negotiate and execute all necessary
documents.
25.Deliberate and possibly act on a request from the Airport Advisory
Board to construct ten T hangers at Cox Field Airport.
26-Deliberate and act on appointing representatives to a joint
Council/PEDC Committee to discuss the Main Street Program.
27.Convene into Executive Session pursuant to Section 551.074 of the
Texas Government Code, to deliberate the appointment,
employment, evaluation, reassignment duties, discipline, or
dismissal of the City Manager.
28-Convene into Executive Session pursuant to Section 551.087 of the
Texas Government Code to discuss and deliberate on an offer of a
financial or other incentive to a business prospect to locate, stay, or
expand in Paris and consider any commercial and financial
information related to the business prospect.
29.Reconvene into open session.
30.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
31.Adjournment.
