RECOMMENDED MOTION:
Deliberate and act on retaining Bureau Veritas to perform plan review and inspection services for the
City of Paris.

Plan Review and Inspection
BACKGROUND:
In January the City of Paris entered into an agreement with Bureau Veritas (BV) to perform plan review
and building inspections for the City. City Council set a time frame of 75 days to hold a meeting with
the local contractors and builders to get feedback, which was held the morning of Apri13`d. Most of the
comments at the meeting pertained to code questions rather than the services provided by BV. A list of
questions asked at the meeting is attached. After the meeting several city employees had a chance to
talk with some of the contractors' one on one and all of contractors liked having BV doing our building
inspections. The accompanying spreadsheet (covering approximately the first seven weeks) details the
fees charged and collected by the City and the fees charged by BV. The chart is broken out into four
individual fee columns. The first column is "Plan Review Fee" which the City does not charge, the
second column "Construction Inspection Fee" is where the building permit fee that the City charges is
shown. The City does not currently charge for fire code plan review or inspection which is the third and
fourth column. The next column is a total fees charged by both BV and the City. The last column "NeY"
shows the differences in the `Total" column, with the numbers in red and in parenthesis showing that the
city did not take in as much as the plan review and inspections cost. The PISD High School project has
not been invoiced is projected to have $48,362.79 plan review fees and $74,135.85 in inspection fees
with the City is projected to collect $77,665 for the building permit. The City is responsible for
reviewing site plans for all projects to make sure they comply with City ordinances. The inspection fees
are a onetime charge per inspection, BV does not charge a re-inspection fee if the first inspection fails.
Staff recommends continuing to retain Bureau Veritas to perform plan review and building inspections.

Bureau Veritas Contractor Input Meeting

The following questions and comments are from group of approximately 35 local building trades
contractors who were invited to attend a 90-minute meeting to solicit their input on the plan review and
building inspection services provided by Bureau Veritas. In addition to the contractors, Bureau Veritas
inspectors and City staff were present to respond to questions and receive comments. Bureau Veritas (BV)
is a third-party inspection service hired by the City of Paris on January 20, 2009, for a 75-day trial period to
test the effectiveness, efficiency, and customer service of using a third-party service rather than hiring
employees to perform the service. All comments regarding BV's performance, customer service, and
professionalism were positive. As detailed in the questions and comments below, the contractors
appeared to be primarily concerned with specific code issues and procedures should the City stay with BV
as a third-party service.
1. Why do we have to have so many copies of building plans for residential?
2. If BV becomes permanent inspector will you have an office here?
3. Why do we need someone from out of town to inspect - we need someone available in case of
emergency.
4. No one here to police and enforce the laws.
5. To do the job of plumbing inspector you need to be here, hard when you have to call someone to
get information.
6. Concern is with the economics in the City. Good ol' boy out the window, a good thing, is it more
beneficial to have an employee here spending their money here. Economically is it better to have
someone who lives here.
7. When is the City of Paris going to be responsible for by the same rules (La Quinta)?
8. Why is the City not abiding by their own rules?
9. Concern about economics, farming out work, 24 hr. period for inspection difficult.
10. Utilities when working with the City, will BV inspect these.
11. If 1 have a major project several feet of pipe to inspect, will there be a problem getting an
inspection, will there be extra people for that job. Can't wait for inspection.
12. Everything working pretty good so far with inspections, sometimes there is a delay.
13. Will we be fine for doing work after hours in an emergency situation, if we get permit the next day.
14. Daing a good job, do you ever check for City or State license.
15. Is it really the place of the contractors to watch for licensing, isn't it the responsibility of the City to
monitor the contractor and make sure they are licensed.
16. I don't want to see us get tunnel vision were the contractor can't leave to get supplies.
17. Can a home owner still do there on electrical and plumbing work?
18. Can 1 build daughter house as the general contractor?
19. What about emergency after hours inspections, can't get inspector on weekend.
20. BV calls him right back, what is it going to cost us to bring in additional people. Are there additional
fees for more people?
21. Two jobs in town, good ol' boy systems have inspector come out, asbestos required, inspector
from other town says do it at night. Are we encouraging people to work illegally? (Not BV)?
22. Which code book regarding electrical code will we be using?
23. Regarding codes, will you put out memos if you are going to enforce something that has not been
enforced previously.
24. Where can we get a code book?
