POLICY ISSUE(S):
BACKGROUND:
In 2007, City Council voted to support the Sulphur River Regional Mobility Authority's efforts to fund
expansion of Texas Highways.
The City has been requested to support SURRMA's efforts to fund expansion of Texas Highway 24 in
Delta County and U.S. Highway 69 in Hunt County. The SURRMA Board believes it is essential to the
continued economic growth and well being our community and region that these projects be completed
in a timely manner. The success of the Highway 24 and U.S. Highway 69 Projects rely on the full
support the Texas Transportation Commission.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
DECLARING SUPPORT FOR THE SULPHUR RIVER REGIONAL MOBILITY
AUTHORITY AND THEIR EFFORTS TO FUND EXPANSION OF US
HIGHWAY 69 IN HUNT COUNTY THROUGH THE PASS-THROUGH
FINANCING PROGRAM; DETERMINING THAT THE MEETING AT WHICH
THIS RESOLUTION WAS PASSED COMPLIED WITH THE TEXAS OPEN
MEETINGS ACT; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; AND PROVIDIIVG AN EFFECTIVE DATE.
WHEREAS, the City of Paris recognizes the importance of regional partnerships to
meet common transportation goals; and,
WHEREAS, on November 12, 2007 the City Council of the City of Paris by Resolution
No. 2007-137 declared support for the establishment of the Sulphur River Regional
Mobility Authority to advance important transportation projects within the SRRMA area;
and,
WHEREAS, the City Council of the City of Paris would now like to express its
continued support for the efforts of the Sulphur River Regional Mobility Authority
(SURRMA) to fund expansion of State Highway 24 West in Delta County and the expansion
of US Highway 69 in Hunt County, both through the Pass-Through Financing Program; and,
WHEREAS, the City of Paris deems it appropriate to accept the SURRMA
pass-through application for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the City Council of the City of Paris supports the efforts of the
Sulphur River Regional Mobility Authority (SURRMA) to fund expansion of State Highway
24 West in Delta County and the expansion of US Highway 69 in Hunt County through the
Pass-Through Financing Program.
Section 3. That the City of Paris does respectfully request the Texas
Transportation Commission to accept and carefully consider the SURRMA pass-through
application for approval.
Section 4. That the meeting at which this resolution was approved was
conducted in strict compliance with the Texas Open Meetings Act. Texas Government

Section 6. That this resolution shall be effective from and after its date of passage.
