Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 27, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as weli as individual personnei appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on
April 13, 2009.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Paris Public Library Advisory Board (2-18-09)
b. Board of Adjustment (3-23-09)
c. Planning and Zoning (3-2-09; 4-6-09)
d. Historic Preservation Commission (3-11-09)
7. Deliberate on report on goals and objectives.
8. Deliberate on report on Casa Bonita demolition project.
9. Deliberate and act on a resolution supporting the Sulphur River
Regional Mobility Authority's efforts to fund expansion of Texas
Highway 24 in Delta County and U.S. Highway 69 in Hunt
County.
Regular Agenda
lO.Deliberate on March monthly financial report.
11.Public hearing, first reading, deliberate, and possibly act on an
ordinance approving the petition of Lois Johnny Exum for a
change in zoning from a Single-Family Dwelling District No. 2
(SF-2) to a Commercial District (C) on Lots 31-A and 35, City
Block 250, being number 2085 Fitzhugh.
12.Public hearing, first reading, deliberate, and possibly act on an
ordinance approving the petition of Jeff Martin for a change in
zoning from a Planned Development District (PDa- fl Retail
Shopping Center or Office Center to a General Retail District (GR)
on Lots part of 9 and 9A, City Block 331, being located in the
3700 block of Bonham Street.
13.Deliberate and act on a resolution approving an agreement with
Paris Living to administer the Homebuyer Assistance Grant.
14.Deliberate and act on a resolution confirming the City Manager's
appointment of a member to the Civil Service Commission.
15.Deliberate and act on a resolution appointing members to various
boards, commissions, and committees.
16.Deliberate and act on a resolution awarding the bid to Tasco for the
Asbestos Abatement of One Oak Place Apartments; authorizing
the execution of a contract upon the terms and conditions set out in
the bid; and authorizing the City Manager to negotiate and execute
all necessary documents.
17.Deliberate and act on a resolution abandoning a portion of a certain
sewer located on and across property belonging to Rodgers-Wade
Manufacturing Company.
18.Deliberate on presentation on new City of Paris website.
19.Deliberate and act on FY 2009-2010 budget targets for
expenditures and ad valorem tax rate.
20.Convene into Executive Session pursuant to Section 551.074 of the
Texas Government Code to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee as follows:
a. Annual evaluation of the Municipal Court Judge.
b. Annual evaluation of the City Attorney.
c. Six-month evaluation of the City Manager.
21.Reconvene into open session to possibly deliberate or act on those
matters discussed in Executive Session.
22.Deliberate and act on rescheduling or cancelling second meeting in
May.
23.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
24.Adjournment.
