POLICY ISSUE(S): City boards and commissions BACKGROUND: On December 31, 2008, Philip Cecil's term expired and he stated that he no longer wanted to serve on the Board, having served twenty years. Staff solicited interest from several individuals; however, all of them declined or had conflicts. Howard Corriston was recommended by Mr. Cecil and recently completed service on the Board of Adjustment. Mr. Corriston is employed by First Federal Community Bank as Assistant Vice-President and Commercial Loan Officer. As required by Section 143.006(b) of the Local Government code, the city Manager appoints the three members of the Commission and Council confirms the appointments. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CONFIRMING THE APPOINTMENT OF HOWARD CORRISTON AS A MEMBER OF THE FIRE FIGHTERS' AND POLICE OFFICERS' CIVIL SERVICE COMMISSION OF THE CITY OF PARIS; MAKING OTHER FINDIIVGS A1VD PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the term of office of Philip R. Cecil, as a member of the Fire Fighters' and Police Officers' Civil Service Commission of the City of Paris, will expire on December 31, 2008; and, WHEREAS, the City Manager of the Ciry of Paris, in accordance with the authoriry granted in Section 143.006(b) of the Local Government Code, has appointed Howard Corriston for a term of three (3) years, beginning January 1, 2009, and ending December 31, 2011, and has submitted the name of such person to the City Council for confirmation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the appointment of Howard Corriston, as a member of the Fire Fighters' and Police Officers' Civil Service Commission of the City of Paris, for a term of three (3) years, beginning January 1, 2009, and ending December 31, 2011, be, and the same is hereby, confirmed. Page 1 of 1 Sec. 143.006. IMPLEMENTATION: COMMISSION. (a) On adoption of this chapter, the Fire Fighters' and Police Officers' Civil Service Commission is established in the municipality. The chief executive of the municipality shall appoint the members of the coinmission within 60 days after the date this chapter is adopted. Within 30 days after the date the municipality's first full fiscal year begins after the date of the adoption election, the governing body of the municipality shall implement this chapter. (b) The commission consists of three members appointed by the municipality's chief executive and confirmed by the governing body of the municipality. Members serve staggered three-year terms with the term of one member expiring each year. If a vacancy occurs or if an appointee fails to yualify within 10 days after the date of appointment, the chief executive shall appoint a person to serve for the remainder of the unexpired tenn in the same manner as the original appointment. Adopts rules, investigates matters related to enforcement of Civil Service regulations, and hears appeals from disciplinary actions. Director has same qualifications except he does not have to meet residency requirements.
