BACKGROUND:
A request was made to the Traffic Commission regarding the intersection of 3`d SE & Neagle. The
traffic in this intersection is not controlled by a traffic device. A resident living at the intersection
requested a stop sign be placed at the intersection for north and southbound traffic due to trucks from a
nearby business driving at high rate of speed through intersection causing near collisions. Resident
further stated children play in the area and this was a concern to her also.

AN ORDI111ANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 31-
65(b), OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS;
ESTABLISHING A STOP SIGN ON 3rd STREET SE AT EAST NEAGLE STREET
TO STOP THE NORTH AND SOUTH-BOUND TRAFFIC ON 3RD STREET SE;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A
SAVINGS CLAUSE, A PENALTY CLAUSE; A1VD PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Paris Traffic Commission is charged with reviewing and
evaluating proposals to add or remove traffic control devices on City streets and roadways
throughout the City of Paris; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission
is the placement of stop signs at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of March 3, 2009,
considered and evaluated a request for the placement of a stop sign at the intersection of
3rd Street SE and East Neagle Street, to stop the north and south bound traffic on 3rd Street
SE and, having done so, found and determined that the placement of a stop sign at this
location in the City of Paris is necessary to protect the health and safety and is in the best
interests of the citizens of the City of Paris.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved.
Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and
as adopted in Paragraph (b) of Section 31-65, Chapter 31, of the Code of Ordinances of the
City of Paris, Paris, Texas, be, and the same is hereby, further amended to include the
following stop sign:
"Stop Sign - on 3rd Street SE at East Neagle Street stopping North and
South-bound traffic."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.

Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any provision of this ordinance shall be guilty of
a Misdemeanor, and upon conviction, shall be subject to a fine in accordance with provisions of
Sec. 1-6 of Chapter One of the City of Paris Code of Ordinances, and each and every day's
continuance of any violation of the above-enumerated sections shall constitute and be deemed
a separate offense.
Section 7. Introduced and read on first reading on May 11, 2009, at a regular
meeting of the City Council of the City of Paris and read and passed on second reading on
May 26, 2009, at a regular meeting of the City Council of the City of Paris; the same being
two (2) separate regular meetings of the City Council of the City of Paris.

Section 7. That by a supermajority vote of ayes and nays, the City Council
voted to suspend the rule requiring two readings before adoption of this ordinance.
Section B. That this ordinance shall become effective from and after its passage of the
second[first] reading and publication as required by law.

City of Paris
The Traffic Commission met on Tuesday, March 3rd, 2009, at 5:15 P.M. in the
Municipal Courtroom with the following members present:

Stephen Holmes
The city staff was represented by Interim Chief of Police Bob Hundley and
Interim Asst. Chief Randy Tuttle.
The meeting was called to order at 5:20 by Chairman Kimbrough. A quorum was
established by 5 members being present.
Mr. Kimbrough asked the commission members to review the submitted minutes
of the February 3rd, 2009 meeting. Mr. Banks made a motion to approve the
minutes which was seconded by Ms. Garmon and passed 5-0.
Mr. Kimbrough moved to item #3 regarding discussion and action requesting a
stop sign at 3`d SE & E. Neagle St. Mr. Tuttle informed the commission that a
request had been made by a citizen living in the area to place a stop sign at this
intersection due to large trucks driving fast through the intersection almost
causing accidents. The commission was informed the intersection of 3rd SE &
Neagle was an uncontrolled intersection. Mr Holmes made a motion to place a
stop sign at the intersection for north and south traffic. The motion was second
by Mr. Banks. Motion carried 5-0.
Mr. Kimbrough moved to item #4 regarding discussion and action of installation
of turn lanes in front of Thomas Justiss Elementary 400 19th NW, Travis Middle
School 3200 Graham, Aiken Elementary 3100 Pine Mill RD, Paris High School
2400 Jefferson Rd, Givens Elementary 600 Martin Luther King Jr. Drive, and
Everett Elementary on Stillhouse Rd. Ms Garmon reported she had spoken with
PISD Superintendent Paul Trull regarding the installation of turn lanes at the
Paris Schools and the district would cooperate with this project by giving land to
widen the streets if necessary. Mr. Hundley informed the commission that plans
had been submitted to city staff for the widening and installation of a turn lane on
Stillhouse Rd near Everett Elementary. Ms Garmon made a motion to
recommend that a feasibility study be done at these locations for the need to
install turn lanes at each location. The motion was second by Mr. Frierson.

Motion carried 3-2 with Ms. Garmon, Mr. Frierson, and Mr. Kimbrough voting for
and Mr. Holmes and Mr. Banks voting against.
There were no future agenda requests.
Mr. Banks moved for adjournment, seconded by Mr. Frierson and approved 5-0
ending the meeting at 5:40 PM.
