Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, May 11, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
5. Introductions, announcements, and recognitions.
a. Proclamation declaring the month of May as Motorcycle Awareness
Month.
Consent Agenda
ltems on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
6. Deliberate and act on the approval of minutes from the meetings
, on Apri127, 2009.
7. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Paris Public Library Advisory Board (3-18-09)
8. Deliberate on Casa Bonita demolition project.
9. Report on demolition of dilapidated houses.
Regular Agenda
lO.Second reading and act on an ordinance approving the petition of
Lois Johnny Exum for a change in zoning from a Single-Family
Dwelling District No. 2(SF-2) to a Commercial District (C) on
Lots 31-A and 35, City Block 250, being number 2085 Fitzhugh.
11.Second reading and act on an ordinance approving the petition of
Jeff Martin for a change in zoning from a Planned Development
District (PDa-f) Retail Shopping Center or Office Center to a
General Retail District (GR) on Lots part of 9 and 9A, City Block
331, being located in the 3700 block of Bonham Street.
12.Deliberate and act on the Preliminary Plat of Lot 1, Block A,
Martin Addition 33 l, being number 3720 Bonham.
13.Deliberate and act on the Master Plat and Preliminary Plat of Lot 1
and 2, Block A, Enns Addition, being number 2975 FM 79.
14.Deliberate and act on the Preliminary Plat and Final Plat of Lot 1,
Block A, Paris Towne Center 287 Addition, being number 3552
Lamar Avenue.
15.First reading, deliberate and possibly act on an ordinance
amending the Traffic Control Map adopted in Section 31-65(b), of
the Code of Ordinances of the City of Paris, Texas, establishing a
stop sign on 3rd Street S.E. at East Neagle Street to stop the North
and South bound traffic on 3~d Street S.E.
16.Public hearing, deliberate and act on a resolution authorizing the
application for the Justice Assistance Grant (JAG) Program in the
amount of $122,990.00, authorizing an interlocal agreement with
Lamar County; and authorizing the City Manager to negotiate and
execute all necessary documents.
17.Deliberate and act on a resolution ratifying and approving an
application for an Automobile Theft Burglary Prevention Grant for
the continuation of the City of Paris Auto Theft Task Force; and
authorizing the City Manager to negotiate and execute all
necessary documents.
18.Deliberate and act on a resolution affirming the City of Paris'
support of and partnership with the 2010 Census.
19.First reading, deliberate and possibly act on an ordinance
amending Chapter 12 of the Code of Ordinances of the City of
Paris by repealing Article III, Fire Reserve Unit, Sections 12-51
through 12-66; repealing Article IV, Fire Prevention Code,
Sections 12-86 through 12-89; establishing a new Article III,
entitled Fire Code; adopting the 2006 edition of the International
Fire Code; establishing local amendments to the 2006 edition of
the International Fire Code; and providing for enforcement.
20.Convene into Executive Session pursuant to Section 551.087 of the
Texas Government Code to discuss and deliberate an offer of a
financial or other incentive to a business prospect to locate, stay, or
expand in Lamar County and consider any commercial and
financial information related to the business prospect.
21.Reconvene into open session to deliberate and possibly act on
matters discussed in Executive Session.
22.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
23.Adjournment.
