BACKGROUND:
On July 14, 2008, by Resolution No. 2008-053 City Council adopted policies and procedure for standing
boards, commissions, and committees. There are numerous appointees whose terms have expired;
however, the same board members have continued to meet on a quarterly basis.
This is a unique board in that the members are appointed by joint action of Lamar County
Commissioners Court and the Paris City Council. By City Ordinance, this board also requires three
practicing physicians, one practicing dentist and three citizens to serve with three year staggered terms.
City staff advertised for interested persons who wish to serve on a board or a commission to complete an
application. There is one vacant position and staff received one application, which was from Brady
Fisher.
The City Clerk spoke with Anthony Bethel, Director of the Health Department regarding appointees, the
terms being changed to follow the policies and procedures adopted by City Council and the application
of Brady Fisher. Mr. Bethel expressed that he would prefer that the same members be reappointed due to
the special requirements, that he was fine with the appointment of Brady Fisher and that he had no
problem with the terms being changed to adhere to the policies and procedures adopted by City Council.
The City Clerk also spoke Judge Superville, who concurred with Mr. Bethel.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPOINTING MEMBERS TO THE PARIS-LAMAR COUNTY BOARD OF
HEALTH; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the terms of office of Dr. David Carpenter, Doctor of Medicine, Dr.
Gordon B. Strom, Doctor of Medicine, Dr. Mary Gail Miesh, Doctor of Medicine, Dr. Robert
Moseley, Doctor of Dental Science, Dr. Caroline Wilson, Doctor of Medicine, Mrs. Denise
Williams, Citizen, Mr. Larry Reaves, Citizen, and Mr. Ted Gibson, Citizen, as members of the
Paris-Lamar County Board of Health either expired or will expire in 2009; and,
WHEREAS, the Mayor of the City of Paris, with the advice of the County Judge of
Lamar County, Texas, does hereby recommend the reappointments of Dr. David Carpenter,
and Mrs. Denise Williams for one-year terms, beginning May 1, 2009 and ending April 30,
2010; the reappointment of Dr. Gordon B. Strom, Jr. and the appointment of Mr. Brady
Fisher for two-year terms, beginning May 1, 2009 and ending April 30, 2011; the
reappointment of Dr. Mary Gail Miesch, Dr. Robert Moseley and Mr. Larry Reaves for
three-year terms, beginning May 1, 2009 and ending April 30, 2012.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That Dr. David Carpenter, Doctor of Medicine and Mrs. Denise
Williams be and they are hereby appointed to serve as members of the Paris-Lamar County
Board of Health for one-year terms, beginning May 1, 2009, and ending Apri130, 2010.
Section 3. That Dr. Gordon B. Strom, Jr., Doctor of Medicine be and he is hereby
reappointed and Mr. Brady Fisher, Citizen be and he is hereby appointed to serve as
members of the Paris-Lamar County Board of Health for two-year terms, beginning May 1,
2009, and ending Apri130, 2011.
Section 4. That Dr. Mary Gail Miesch, Dr. of Medicine, Dr. Robert Moseley, Doctor
of Dental Science and Mr. Larry Reaves, Citizen, be and they are hereby reappointed to
serve as members of the Paris-Lamar County Board of Health for three-year terms,
beginning May 1, 2009, and ending Apri130, 2012.
Section 5. That this resolution shall be effective from and after its date of
passage.
