Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Tuesday, May 26, 2009. The meeting will be held at the City Council
Chainber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' fonxm.)
5. Introductions, announcements, and recognitions.
a. Proclamation declaring May 30 as Girl Scouts Day.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to al] items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
6. Deliberate and act on the approval of minutes from the meetings
on May 11, 2009.
7. Receive and deliberate on reports andlor minutes from the
following boards, commissions, and committees:
a. Lake Pat Mayse Study Committee (4-2-09, 4-30-09)
b. Planning and Zoning (4-6-09, 4-13-09)
c. Library Advisory Board (4-15-09)
8. Deliberate on Casa Bonita demolition project.
Regular Agenda
9. Issuance of Certificate of Election; Administer Statement of
Elected Officer to Counci] Members; and Administer Oath of
Office to newly elected Council Members.
lO.Election by City Council of Mayor and Mayor Pro Tem to serve
the City of Paris for the next year.
11.Deliberate on April monthly financial report.
12.Public hearing, first reading and possibly act on an ordinance for
the Site Plan of Lot 9, City B!ock 258, being number 625 25"'
Street N.E.
13.Second reading, deliberate and act on an ordinance amending
Chapter 12 of the Code of Ordinances of the City of Paris by
repealing Article III, Fire Reserve Unit, Sections 12-51 through
12-66; repealing Article IV, Fire Prevention Code, Sections 12-86
through 12-89; establishing a new Article III, entitled Fire Code;
adopting the 2006 edition of the International Fire Code;
establishing local amendments to the 2006 edition of the
International Fire Code; and providing for enforcement.
14.Deliberate and act on a resolution appointing one member to the
Airport Advisory Board.
15.Deliberate and act on a resolution appointing members to the
Board of Adjustment.
16.Deliberate and act on a resolution appointing members to the
Building and Standards Commission.
17.Deliberate and act on a resolution appointing one member to the
Historic Preservation Commission.
18.Deliberate and act on a resolution appointing one member to the
Main Street Advisory Board.
19.Deliberate and act on a resolution appointing members to the
Traffic Commission.
20.Deliberate and act on a resolution appointing members to the
Paris/Lamar County Board of Health.
21.Deliberate on board appointments made to the PEDC and the
policies and procedures for standing boards, commissions, and
committees.
22.Deliberate and act on appointments of City Council Members to
serve as liaisons on city boards, committees and commissions.
23.Deliberate, first reading and possibly act on an ordinance
establishing maximum, reasonable and prudent rates of speed on
Highway 271 from north city limit of Paris in a southerly direction
to US 82 and Business US 271 in the City of Paris.
24.Deliberate, first reading and possibly act on an ordinance providing
that Section 34-4(a) of the Code of Ordinances of the City of Paris
be amending by revising the water and sewer tap fees.
25.Deliberate and act on a resolution approving and authorizing the
execution of a professional engineering services contract with
Hayter Engineering for the development of a master plan for the
City's Wastewater Treatment Plant; and authorizing the City
Manager to negotiate and execute all necessary documents.
26.Deliberate, first reading and possibly act on an ordinance
amending Chapter 3, Alcoholic Beverages, of the City of Paris
Texas, Code of Ordinances to provide regulations and a permitting
process for the sale of mixed beverages in restaurants by food and
beverage permit holders and the sale of beer and wine for off-
premises consumption only, pursuant to regulations in the Texas
Alcoholic Beverage Code (TABC).
27.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
28.Adjournment.
