A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING AND RATIFYING AN APPLICATION FOR AN AUTOMOBILE
BURGLARY & THEFT PREVENTION GRA111T FOR CONTINUATION OF OUR
AUTO THEFT TASK FORCE IN THE AMOUNT OF $202,782.00 WITH
$49,467.00 TO BE PROVIDED BY THE CITY OF PARIS IN THE FORM OF
CASH AND $14,400.00 IN THE FORM OF IN-KIND SERVICES;
AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS
NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT
UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, the City Council of the City of Paris desires to apply for an Automobile
Burglary & Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force"
project beginning September 1, 2009, and ending August 31, 2010, in the amount of
$202,782.00, with $49,467.00 to be provided by the City of Paris in the form of cash and
$14,400.00 in the form of in-kind services for continuation of our existing Auto Theft Task
Force; and,
WHEREAS, because of the deadline for applying for said grant, the City manager of
the City of Paris did execute the application for the Texas Automobile Burglary & Theft
Prevention Grant on May 5, 2008, which execution should be in all things ratified; and,
WHEREAS, the City Council hereby authorizes the City Manager, Police Chief, and
other appropriate City staff to accept and implement said grant (if same is received)
without further action of Ciry Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the application to the Texas Automobile Burglary & Theft
Prevention Authority is hereby ratified and approved for an Automobile Theft Prevention
Grant entitled "Northeast Texas Automobile Theft Task Force" project for the year
beginning September 1, 2009, and ending August 31, 2010, in the amount of $202,782.00,
(being approximately 56% of the estimated cost of the City's Automobile Theft Prevention
Program), with $49,467.00 to be provided by the City of Paris in the form of cash and
$14,400.00 in the form of in-kind services.
Section 3. That the City Manager be, and he is hereby, appointed as the
Authorized Official of said project and that the execution of the application for the
Automobile Theft Prevention Grant attached hereto as Exhibit "A" by the City Manager on
the 5th day of May, 2008, be and is hereby ratified.
Section 4. That the Police Chief be, and he is hereby, appointed as Project
Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all
reports, communications, assurances, and documents necessary for the completion of said
project.
Section 5. That the Director of Finance be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds
for purposes of the Automobile Burglary & Theft Prevention Program.
Section 6. That the City Manager, Police Chief, and the Finance Director be, and
they are hereby, authorized and directed to execute, on behalf of the City of Paris, any and
all documents necessary for acceptance and implementation of said grant upon notice of
award thereof by the Texas Automobile Theft Prevention Authority, under the terms and
conditions and in the forms approved by the City Attorney, and to proceed with use of said
funds upon receipt thereof for the purposes stated herein and in accordance with the grant
conditions.
Section 7. That this resolution shall be effective from and after its date of passage.

The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of ATPA, in
September, 1994. The Task Force assists agencies in Lamar, Red River, Fannin, Delta, Franklin, Hopkins,
Titus, Grayson, Hunt, Bowie, and Southeast Oklahoma. We cover approximately 8,000 square miles with a
population of about 500,000. We strive each year to meet the goal of reducing auto theft in our area. We
always make it a goal to educate the law enforcement personnel and public in this part of Texas. We
accomplish these goals by salvage yard inspections, vehicle dealer inspections, maintaining checks on
repair shops to check for stolen vehicles and parts. Working closely with Texas DPS MVTS and all
agencies is helping to accomplish our goals. We have two officers that use 100% of their time to combat
auto theft and auto related crimes. Some of the Tax Assessors in our area have jumped on the wagon to
assist in every way possible to help prevent auto theft, title fraud, and all other document fraud. We meet
with agencies on a regular basis to collect and distribute intelligence. The Paris Chief of Police and the
County Attorney evaluate the program monthly.

DETECTIVE SERGEANT
The Detective Sergeant will be in charge of the day to day operations of the Auto Theft Task Force and shall
be subject to the supervision of the Chief of Police, Paris, Texas, be subject to such orders as the Chief may
prescribe, not inconsistent with the laws on the State of Texas or the mandates of the Texas Automobile Theft
Prevention Authority grant.
He shall devote 100% of his time to official duties unless granted leave by the Chief of Police. His
responsibilities shall be:
1) Supervise the Task Force in all its operations.
2) Keep the proper records and be responsible for the maintenance of all reports to the State of Texas
and Chief of Police.
3) Work with every responsible, legitimate group or agency in a cooperative effort to prevent auto theft
by educating the public and officers.
4) Work diligently and effortlessly in the investigation of and pursuit of all crimes involving theft of
automobiles.
5) Enforce all laws relating to the theft of automobiles.
6) Assist in the prosecution of a11 those charged with the crime of auto theft or other related crimes.

INVESTIGATOR
The Investigator will work under the supervision of the Detective Sergeant and shall be subject to the
supervision of the Chief of Police, Paris, Texas and shall be subject to such orders as the Chief of Police

The travel policy for the City of Paris, which will be the policy of the Northeast Texas ATTF, is as
fol lows:
Mileage: $0.55 per mile
Per Diem: $39.00 -$59.00 per day depending on the city, as allowed by the IRS
We sent one (1) officer to the Grant Workshop in Austin. It cost approximately $425.00.
We plan to send at least one (1) officer to the Quarterly ABTPA Board Meetings. It is estimated to
cost $2000.00.
It is estimated to cost $2500.00 for two (2) officers to attend the ABTPA Conference/Grant
Awards meeting.
We would like to send at least one (1) to TAVTI Conference a# an estimated cost of $2200.00.

REQUIRED NARRATIVE: Briefly describe the basis for arriving at the cost of each line item AND THE
USE OF EACH ITEM.
(A) Two vehicles will be furnished by the City of Paris as part of its in-kind match at a value of $600.00
per month, or $14,400.00 annually.
(B) Monthly gasoline costs are estimated to be $1250 for both vehicles, or $15,000.00 annually.
(C) Insurance and liability fees for two (2) vehicles are estimated to be $1200.00 annually.
(D) The two officers assigned to the Task Force are to receive $750.00 each for clothing allowance
each annually, for a total of $1500.00.
(E) Office supplies include ink pens, typewriter ribbons, correction tape, note pads, letterheads,
business cards, computer paper, Etc. This is estimated to cost $500.00 annually.
(F) The estimated cost monthly for two (2) cell phones is 4100.00 per month, or annually $1200.00.
(G) Postal is estimated to be $50.00 annually.
(H) It is estimated to cost $500.00 annually for recording interviews of victims and suspects (CD's,
DVD's, etc.).
(I) An in-house phone expense for two (2) phones is estimated to cost $1700.00 annually at the Paris
Police department.
(J) Office expenses and utilities are estimated to be$333.00 per month, or $4000.00 per year.
(K) Confidential funds will be used for either the purchase of services,'evidence, or specific
information.

Currently ABTPA does not fund indirect costs, except for the Council of Governments agencies.
Applicants may not use option (A) without having an official cost allocation plan developed in accordance
with OMB Circular No. A-87. The amount may be entered as ABTPA funds or cash match for those
applicants having such an approved plan.

PROGRAM NARRATIVE
(Instructions)
1. To be considered for funding, a proposed grant project:
1. Must address a problem that is clearly identified, is measurable and is supported by relevant
statistical evidence;
2. Must minimize duplication or overlapping of existing programs;
3. Must have a design wherein the activities and goals are realistic and attainable;
4. Preferably should, but is not required to, be innovative in its concept/ desig n/ope ration; (a project is
considered innovative if it provides a new and different strategy or approach that prevents, deters,
intervenes, or stops a criminal act from occurring);
5. Must have a cost structure which is realistic when compared to its goals;
6. Must cooperate and coordinate its activities with other appropriate agencies/projects;
7. Must include measures to assure that it demonstrates cross-cultural awareness in all project activities
and in its staffing and training; and
8. Must include a proposed evaluation design that provides relevant data to measure the effectiveness
of the project and a plan for performing such evaluation.
II. Accordingly, the Program Narrative must present the information by which the eligibility and merit
of the project can be assessed. Applications will be scored and ranked numerically, for funding
consideration, according to the congruence of the. project with the criteria stated above. At a
minimum, the five sections of the Program Narrative must include the following information:
PROBLEM STATEMENT & HISTORICAL IWFORMATION: (Please limit information to 2 pgs)
♦ Provide an assessment of the auto theft problem in the areas of coverage and what efforts have been
undertaken to address it.
a. Describe and document trends of the problem and the need that makes this grant necessary.

1. Problem Statement and Historical Information (See Instructions on page 17)
The Northeast Texas Auto Theft Task Force was first funded by the Texas Automobile Burglary Theft
Prevention Authority in 1994. The Texas Department of Public Safety Motor Vehicle Theft Service had
the only full-time motor vehicle theft investigators in the northeast Texas area. The Texas Department of
Public safety had two sergeants assigned to our area at that time. Today they have three. The
population in our coverage area is approximately 550,000. There are over 750,000 vehicles registered in
the coverage area.
The Northeast Texas Auto Theft Task Force consists of finro officers, a sergeant and an investigator.
One hundred percent of the officers' time is used to investigate motor vehicle crimes. In 2008 we were
reporting 273 motor vehicle thefts. This year we are reporting the UCR of 407 thefts. We have added
Bowie County UCR's which explains the increase. The BMV's increased from 482 in 2008 to 804 this
year. Adding Bowie County increased the BMV's. They annually average 462 BMV's. The Northeast
Texas ATTF works closely with all agencies in the coverage area. We assist all agencies that request
our help. We have identified several small groups of individuals including juveniles in our area that are
committing the BMV's. We have arrested some, but they either get released to parents or make bond.
The process starts over unfortunately. December and January, 2008-09 were the biggest months for
BMV's in Paris. We made forty arrests during the first finro quarters.
The Northeast Texas ATTF is co-sponsoring a training class in Paris May 5th with DPS. This is an eight
hour class for patrol officers.DPS provided one training class in the Cooke/Grayson County area which
Det. Jeremy Massey assisted with part of the training.
Coverage area: Bowie, Camp, Delta, Fannin, Franklin, Grayson, Hopkins, Hunt, Lamar, Morris, Red
River, and Titus Counties.
There were approximately 750 motor vehicle thefts in this coverage area. This was a 7% increase from
701 from last year. We will strive to meet our goal next year and determine the problem areas. There are
only five full-time motor vehicle theft investigators including the three Sergeants from DPS Motor Vehicle
Theft Service and our finro investigators.
The cooperative effort between our Task Force and DPS will continue. There is a training class
scheduled in Paris in May. There are plans to have another training class in our coverage area.
Historical Information
The Northeast Texas Auto Theft Task Force consists of two officers from the Paris Police Department. A
sergeant and an investigator spend 100% of their time investigating auto crimes in the twelve county
coverage area. Efforts are coordinated with the three DPS MVTS sergeants.

2. Goals and Objectives (See Instructions on page 18)
The total vehicle theft in the twelve county coverage area in the 2008 / 2009 grant period was 863. This is a 19%
increase from the 701 in the 2007 / 2008 period. We will strive to accomplish the goal of a 5% decrease in the next
grant year. I feel that the increase was from more 12-20 year old offenders stealing cars. In Paris we identified
three different groups. We were able to make cases on some of the offenders. The same groups are committing
the majority of the BMV's in Paris. In 2007 there was approximately 1900 BMV's in our area. This year we had
approximately 1395. This was a 22% decrease. We are working with the patrol officers to process the vehicles for
what evidence we can obtain. The pawn tickets are checked to develop leads also. We have aired a PSA on the
local Paris N station and also get the local papers to print articles to make the public aware of preventative
measures. Due to manpower, we are performing more reactive than proactive operations. DPS MVTS cooperation
is a very important part of our operations. They assist in all major investigations.
These are the tools we use to complete investigations to the end:
• Obtain and develop information on vehicles crimes (thefts, U UV, BMV,etc.)and identification of offenders
• Interview and interrogate offenders and witnesses
• Locate and recover stolen vehicles, parts, etc.
• Identify altered vehicles (salvage yard inspections & 68A inspections)
• Investigate insurance fraud
• Arrest offenders and use the required follow-up for prosecution
• Set and appear at hearings to restore the stolen property
• Communicate with pawn details to develop possible leads or suspects
• Educate the officers and public in ways to prevent vehicle thefts and BMV's
• Inspect salvage dealers, repair shops, and vehicle dealers
• Assist Tax-Assessors in identifying fraudulent documents
• Assist Tax-Assessors in training personnel on proper documentation
The Northeast Texas ATTF will continue to do H.E.A.T. programs with VIN etchings when requested. We make
public presentations to civic groups and have booths at local fairs and car shows. We have one training class
schedule for May.
We work with all agencies in our coverage area to combat auto theft and other related crimes.
Continuing goals of the Northeast Texas ATTF for next year are:
• Strive to continue the reduction of burglary of motor vehicles
• Strive for a reduction in the occurrence of auto theft
• Continue our efforts at prevention of auto theft and burglary of motor vehicles
• Work diligently to present three Auto Theft Recognition training classes
• Continue monthly meetings with agencies and prosecutors to determine the types and locations of

There are over 750,000 vehicles registered in our area with an estimated five (5) percent average increase over our
coverage area. We assist with cases in forty (40) different agencies. The agencies in our area are smaller agencies with
no full-time auto theft investigators. We have had the same number of officers since the inception in September, 1994.
The Northeast Texas ATTF with DPS MVTS has one training class schedule for May and another planned in the fiscal
year.

3. Functions of the Proposed Project (See Instructions on page 18)
The Northeast Texas Auto Theft Task Force has a coverage area of 8,000 square miles which
covers most of northeast Texas. Our officers handle all auto thefts, BMV's, and related crimes, whether
covert or overt. The Task Force performs inspections on salvage yards, dealers, repair shops, and scrap
metal yards. A new problem that has popped up for everyone is vehicles being stolen and sold to scrap
yards, not salvage yards. It has been a chore regulating these businesses and training them about what
has to be documented. This has helped to prevent some thefts of older vehicles and other related
crimes as, parts thefts. The Task Force sergeant uses records to document the types of cases, property
involved, disposition of the cases, recoveries of vehicles and other property and the values, and types
and number of arrests is made. The records are then used to complete quarterly reports. The Sergeant
meets weekly with the Paris Police Chief and the Lamar County Sheriff, at least monthly with Sheriffs
and Chiefs of Delta, Fannin, Franklin, Red River, and Hopkins Counties. He meets when necessary with
the Prosecutors.
We always strive to reach the primary goal of reducing auto theft, BMV's, and other related crimes..

4. Proposed Evaluation Design (See Instructions on page 18)
The Northeast Texas Auto Theft Task Force sergeant will meet monthly with the Chief of Police,
Sheriffs, And Prosecutors in the coverage area in an effort to provide ongoing evauation of the program.
The statistical data used for the evaluation is as follows:
1. Number of auto theft cases

3. number of auto theft cases presented to and accepted by the prosecutors of each
county
4. Number of seizure cases 5. Number of vehicles, parts, or other property that is recovered

8. When incorporated into a grant award or contract, these standards assurances contained in
the application package become terms or conditions for receipt of grant funds. Administering
state agencies and local sub recipients shall maintain an appropriate contact administration
