CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Depattment:
Presented By:
Agenda Item No.:
OS/27/2009
Council Date:
Police
Interim Chief Hundley
5 a.
06/08/2009
RECOMMENDED MOTION:
POLICY ISSUE(S):
Citizen recognition
BACKGROUND:
On May 7th 2009, Paris Police Officer David Rowton initiated a traffic stop on a vehicle which was
allegedly occupied by a person suspected to be a felon in possession of a firearm. Upon the vehicle
stopping, the suspect jumped from the car and began to flee. Officer Rowton describes what took place:
As the suspect fled, I noticed a citizen in a vehicle stopped in the road watching the foot pursuit.
The suspect then ran through backyards in the area jumping fences. I noticed the citizen sped towards
the direction the suspect was headed. As I chased after the suspect, 1 noticed the citizen was not
concerned with her own safery, and was trying to block the suspect's path with her vehicle. The suspect
was trying to get away from the citizen, but she was persistent in slowing his flight. 1 was able catch the
suspect and take him into custody. I then learned the citizen was Brenda Nafe. Ms. Nafe had no regard
for her own safery, and assisted me without hesitation or having to be asked. Ms. Nafe in my opinion is
an asset to our city. People like her make our jobs as police officers worthwhile, and we as officers
should be proud to have the support of citizens like her. During the search of the suspect's vehicle,
narcotics were found along with a handgun under the driver's seat. Thanks to the assistance of Mrs.
Nafe, a gun, narcotics, and a repeat felon was taken off the street.
David Rowton 142
The Police Department is concerned about citizens involving themselves in police actions; in this case,
we are very appreciative of the assistance provided by Ms. Nafe.
BOARD/COMMISSION RECOMMENDATION:
PRESENTATION OF PLAQUE
EXHIBITS:
ACTION
BUDGET INFO:
❑ Financial Report ❑ Minute Order
Expense
$
❑ Department Report ❑ Resolution
Budgeted Amt.
$
E Presentation ❑ Ordinance
❑ P
H
bli
i
y'I'D Actual
$
u
c
ear
ng ❑ Other
Acct.
