POLICY ISSUE(S):
Fiscal Management
One of the last changes to the proposed 2008-09 budget was the addition of a$6601ump sum payment
to all full time city employees. This cost was shown in the budget as a single line item when the actual
payment was made, each department was charged for their appropriate portion of this expense. This
transfer takes the $254,361 budgeted in line item 0 1-9999-91-00 and redistributes it to the appropriate
department. This does not increase the budget, but it will help clear up the inflated expenditure
percentages currently reflected in the monthly financial report.

ORDINANCE N0.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AUTHORIZING AND DIRECTING THE DIRECTOR OF FINANCE TO
TRAIVSFER FUNDS FROM A O1VE LUMP SUM SINGLE LINE ITEM AND
REDISTRIBUTE TO THE APPROPRIATE DEPARTMENTS; MAKING OTHER
FINDIIVGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, one of the last changes to the proposed 2008-09 budget was the
addition of a$660 lump sum payment to all full time city employees; and,
WHEREAS, due to time constraints, this cost was shown in the budget as a single
line item although when the payment was made, each department was charged for their
appropriate portion of this expense; and,
WHEREAS, this redistribution does not increase the budget, but will more
accurately reflect expenditure percentages currently in the monthly financial report and
this transfer should in all things be approved.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby
in all things approved.
Section 2. That the Director of Finance be, and he is hereby, authorized and
directed to transfer unencumbered appropriation balances from the following accounts in
the amounts shown as follows:

Section 3. That all provisions of the ordinances of the City of Paris, Texas in
conflict with the provisions of this ordinance are hereby repealed, and all other provisions
of the ordinances of the City of Paris not in conflict with the provisions of this ordinance
shall remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section S. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. Introduced and read on first reading on June 8, 2009, at a regular
meeting of the City Council of the City of Paris and read and passed on second reading on
June 22, 2009, at a special meeting of the City Council of the City of Paris;

Section 6. That the City Council voted by a supermajority vote of five to suspend
the required two readings before adoption of ordinances _ ayes and _ nays.

Section 7. That this ordinance shall become effective from and after its passage of
the second [first] reading and publication as required by law.
READ, ADOPTED, AND APPROVED BY THE CITY COUNCIL at a regular meeting
duly called and held at the City Council Chamber, 107 E. Kaufman in the City of Paris on this
the 22nd day of June, 2009.
