RECOMMENDED MOTION:
Move to approve a resolution authorizing the application through the Criminal Justice division of the
Governor's Office for a grant of $65,000 for Live Scan Fingerprint Equipment along with all necessary
software interfaces for the CIS records management system, and authorizing the City Manager to
negotiate and execute all necessary documents.

BACKGROUND:
The America Recovery and Reinvestment act recently passed provided funding through the Edward C.
Byrne Justice Assistance Grant for local grant applications submitted through the Governors Criminal
Justice Division. These grant applications will be processed through the GCJD and passed to the local
Regional Council of Governments for approval.
The Police Department is requesting authorization to apply for a grant of $65,000 for the purchase of
`live scan' computer equipment and related software interfaces for the CIS Records Management
System and Municipal Court Software.
The system allows inkless fingerprinting and computerization of 10-print fingerprints and palm prints
for submission to DPS and comparison with the departments existing AFIX Tracker fingerprint
recognition system.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING AND AUTHORIZING THE CITY MANAGER AND OTHER CITY
OFFICIALS TO EXECUTE THE APPLICATION AND ALL OTHER NECESSARY
DOCUMENTS INCIDENT TO SEEKING A GRANT FROM THE CRIMINAL
JUSTICE DIVISION OF THE GOVERNOR'S OFFICE, FOR FUNDING FOR THE
JUSTICE ASSISTANCE GRANT (JAG) RECOVERY ACT PROGRAM FOR LIVE
SCAN FINGERPRINT EQUIPMENT; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the Criminal Justice Division, of the Governor's Office, provides funding
for JAG Recovery Act Program Grants; and,
WHEREAS, the Ciry Council of the City of Paris is desirous of processing an
application through the JAG Recovery Act Program Grants to fund Live Scan Fingerprint
Equipment along with all necessary software interfaces for the CIS records management
system, at a total cost of $65,000.00, with no matching funds from the City of Paris.
WHEREAS, the City Council hereby authorizes the City Manager, Interim Police
Chief, and other appropriate City staff to make application, accept and implement said
grant, if same is received, without further action of City Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That an application be made to the Criminal Justice Division of the
Governor's Office, to provide funding for the JAG Recovery Act Program Grant, in the
amount of $65,000.00, to pay for Live Scan Fingerprint Equipment along with all necessary
software interfaces for the CIS records management system.
Section 3. That the City Manager be, and he is hereby, appointed as the
Authorized Official of said project and is authorized and directed to execute, on behalf of
the City of Paris, an application for said grant, and the grant acceptance notice at such time
the grant is awarded.
Section 4. That the Interim Police Chief of the City of Paris be, and he is hereby,
appointed as Project Director and is hereby authorized to execute and deliver, on behalf of
the City of Paris, all reports, communications, assurances, and documents necessary for the
grant program.

Section 5. That the Director of Finance be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds
for purposes of paying for the Live Scan Fingerprint equipment.
Section 6. That this resolution shall be effective from and after its date of passage.

Primary Mission and Purpose
The purpose of the American Recovery and Reinvestment Act of 2009: Edward Byrne lustice Assistance Formula Grant ()AG) Prograrn is to
prevent and control crime, and make improvements to the criminal justice system.
Funding Levels
The anticipated funding levels for the ]AG Recovery Act program are as follows:
• Minimum Award - $10,000
. Maximum Award - Units of local government are limited to no more than the total amount of local funds expended on criminal justice
services in the entity's previous fiscal year. Criminal justice services are defined as the total amount the unit of government spent on law
enforcement, corrections and judicial services.
• The JAG Recovery Act program does not require a grantee to provide matching funds.

including drug courts and projects that serve as alternatives to incarceration.

The applicant agrees to implement comprehensive stretegies that reduce violent crime and its affect on communities through a balanced
approach to prevention, enforcement and restoration.

Applicant agrees to comply with all federal and state rules and regulations for program income and agrees to report all program income
that is generated as a result of the project's activities. Applicant agrees to report program income to CID through a formal grant
adjustment and to secure CJD approval prior to use of the program income. Applicant agrees to use program income for ailowable costs
and agrees to expend program income immediately after CJD's approval of a grant adjustment and prior to requesting reimbursement of
CID funds.
Deduction Method - Program income shall be deducted from total allowable costs to determine the ne[ allowable costs. Program income
shall be used for current costs unless CID authorizes otherwise. Program income which the grantee did not anticipate at the time of the
award shall be used to reduce the C]D award and grantee match rather than to increase the funds committed to the project.
Asset Seizures and Forfeitures - Program income from asset seizures and forfeitures is considered earned when the property has been
adjudicated to the benefit of the plaintiff (e.g., law enforcement entity).
Uniform Crime Reporting
Applicant assures that it is current and has been current in reporting required Part I violent crime data for the three previous years to the
7exas Department of Public Safety, and will continue timely reporting of require(i crime data throughout the grant period.
Criminal History Reporting
Applicant assures that they are currently reporting and will maintain timely reporting of all information required under the Texas Code of
Crimina/ Procedure, Chapter 60.
Constitutional Compliance
Applicant assures that they will enga9e in no activity that violates Constitutional law including profiling based upon race.
Information Systems
Applicant assures that any new criminal justice information systems will comply with data sharing standards for the Global Justice XML
Data Model and the National Information Exchange Model.

As technology moves forward in the criminal justice fiefd, our department is lagging behind. By establsihing a link between a'live scan'
fingerprint system, fingerpritns can be submitted and compared with prints on file at the state level. This aids in identification of individuals
arrested or suspected of criminal adivities. We do not have this capability at this time. The City of Paris did invest money in a new records
management system which can interface with the live scan system and municipai court system. These interfaces will assist in the amount
of time taken [o identify a suspeC[ or arrested person for proper entry into our system. We are in the process of joining a consortium of
criminal justice agencies which can share [his information across the internet. Presently, the municipal court software does not share
information with the police department records system. Many identifying factors of suspects are not available for both systems.

Provide as much supporting data, to include baseline statistics and the sources of your data, which are pertinent to where the grant project

in the past year, we have had 4 separate cases of bad identities resulting in arrests of persons who had their identity used or stolen by
other persons. The deparrtment has handled 47 cases of identity theft in the last 12 months. As this continues to be a problem in the
technology age, law enforcement needs the technology to identfy persons in a quick and efficient manner.
Community Plan:
For projects that have a local or regional impact target area, provide information regarding the community plan need(s) that your project
willl address.

The Paris Police Department did participated in the local community planning process for FY 2009. Seveal priorites will be responded to by
this funding. Establishment of more accurate data by electronic fingerprint submission and comparision will enhance the identification of
suspects and arrested persons. The ability to interface this information with other software programs with the police department leads to
the sharing of more accure[e data with other criminal justice agencies. Criminals involved in the illegal distribution of drugs do not
recognize city or county borders. By our involvement with the NTCOG IEAPS program, people who reside in our area who are bringing
drugs from the metroplex can be more readily identified due to thier involvement in crimes in other areas. For this information to be
worthwile, the ability For these systems to 'talk' to each other through these interfaces and the ability to provide real time fingerprints
submissions will enhance the correct identity of suspects involved.
Goal Statement:
Provide a brief description of the overall goals and objedives for this project.

Provide the department with the ability of a live scan fingerprint system for more efficient submission of fingerprints and timely
identification of those prints. Link the information through the interface to the records management system of the police department. This
information is then shared with LEAPS, the Law Enforcement Analysis Portal in the metroplex area. Link the information provided to our
municipal court system through citations to the police department records systern without redundent entry for availabtilty in the LEAPS
program.
