13-Approving the sale of equip. to HAZ-CO in exchange for fire trainingCITY COUNCIL AGENDA ITEM BRIEFING SHEET Submittal Date: Originating Department: Presented By: Agenda Item No.: 6-10-09 Council Date: Fire Department Ronnie Grooms 13. 6-22-09 RECOMMENDED MOTION: Move to approve a resolution declaring as surplus property obsolete self contained breathing apparatus which have been removed from service; approving the sale of said equipment to HAZ-CO in exchange for fire academy training; and authorizing the City Manager to negotiate and execute all necessary documents. POLICY ISSUE(S): Fiscal BACKGROUND: The City of Paris Fire Department has many obsolete self contained breathing apparatus ("SCBA"), which have been removed from service and are no longer being used by the Paris Fire Department. These old SCBA units no longer meet the NFPA requirements, are no longer supported by the manufacturer (MSA) for parts and service, and are not allowed for emergency incident mitigation. The Paris Fire Department has recently transitioned from this old-style equipment to the new style Scott SCBA's. These old MSA SCBA's have no continued value or use for PFD and represent a storage problem. The old MSA SCBA units have very limited or no value on the open market and should, therefore, be declared as surplus property. HAZ-CO, a fire training academy in Grayson County, Texas can still legally uses this type of SCBA for training purposes. HAZ-CO has offered free fire academy training for three new recruits (approximately $6,000 value) or other training as needed in return for the City's donation of our entire MSA SCBA inventary. Declaring this SCBA inventory as surplus and exchanging it for training maximizes the return on investment for the City. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, DECLARIIVG AS SURPLUS PROPERTY OUTDATED AND UNUSED OLD STYLE SELF CONTAINED BREATHING APPARATUS WHICH HAVE BEEN REMOVED FROM SERVICE; APPROVIIVG THE SALE OF SAID EQUIPMENT TO HAZ-CO IN EXCHAIVGE FOR FIRE ACADEMY TRAINING FOR THREE NEW RECRUITS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Fire Department has many outdated and unused old sryle self contained breathing apparatus ("SCBA") which have been removed from service and are no longer being used by the City of Paris Fire Department; and, WHEREAS, the old SCBA units no longer meet the State of Texas requirements for a front-line engine and the Paris Fire Department switched over to the new style Scott SCBA several years ago so the old MSA SCBA's are no longer of any use to the City; and, WHEREAS, the old MSA SCBA units still have value as equipment, but should be declared to be surplus property to the City of Paris and disposed of in accordance with state law; and, WHEREAS, HAZ-C0, a fire training academy in Grayson County, Texas still uses this type of MSA SCBA for training purposes, and HAZ-CO has offered free fire academy training for three new recruits (approximately $6,000 value) in return for the City's donation to HAZ-CO of the old MSA - SCBA units; and, WHEREAS, it is deemed to be in the best interests of the citizens of the City of Paris that said pumper be declared surplus and sold to HAZ-C0. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the old MSA SCBA units, be, and the same is hereby, declared to be surplus property; and, Section 3. That the sale of the old MSA SCBA units to HAZ-CO in consideration for fire academy training for three new recruits at no cost to the City of Paris, be, and the same is hereby, approved. , ~i l~ 604 ~ Section 4.
