CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />Agenda Item No.: <br />OS/04/09 <br />Council Date: <br />Fire Department <br />Ronnie Grooms, Fire Chief <br />21. <br />06/22/09 <br />RECOMMENDED MOTION: <br />Move to approve an ordinance amending Chapter 12 of the Code of Ordinances of the City of Paris by <br />repealing Article III, Fire Reserve Unit, Sections 12-51 through 12-66; repealing Article IV, Fire <br />Prevention Code, Sections 12-86 through 12-89; establishing a new Article III, entitled Fire Code; <br />adopting the 2006 edition of the International Fire Code; establishing local amendments to the 2006 <br />edition of the International Fire Code and providing for enforcement. <br />POLICY ISSUE(S): <br />Public safety <br />BACKGROUND: <br />The last fire code the City officially adopted was the 1994 Standard Fire Code. The State of Texas has <br />mandated the use of certain 2003 International Building Codes and staff is in the process of preparing <br />for adoption various 2006 International Building Codes with the first code proposed for adoption being <br />the 2006 International Fire Code (IFC). City staff, including the City Attorney, City Manager, Fire <br />Department, and Bureau Veritas, have spent many hours reviewing the proposed code and resulting <br />changes required in our Code of Ordinances. A summary of the IFC and changes to the Code of <br />Ordinances accompany this briefing sheet. <br />Since the first reading of this ordinance, there have been three people who have written to the City about <br />concerns with adopting the 2006 IFC and all have been primarily focused on the perception that the <br />2006 IFC is the first to require fire sprinkler systems. It is important to note that criteria mandating <br />when fire sprinklers are required primarily in the 2003 International Building Code (IBC), which the <br />State of Texas has required all cities to follow for the last four years.
