POLICY ISSUE(S): Capitol planning BACKGROUND: The City Council requested that cost estimates for construction, engineering, and surveying be developed so a decision could be made as to how to proceed with the possible reconstruction and expansion of South Collegiate Drive. Hayter Engineering has put together a cost estimate for two types of roadways: (1) a 62-foot wide arterial from Loop 286 going north to Jefferson Road (FM 1507) for an estimated $2,405,500; (2) a 39-foot wide collector roadway, estimated at $1,910,200 (these two estimates are broken down on an enclosed exhibit). A third cost estimate was developed for the section of Collegiate in front of the Civic Center and Sports Complex (Jefferson Road north 1300-feet to the bridge) and estimated to cost $663,600. In conjunction with the South Collegiate project, staff has been working with the Texas Department of Transportation (TxDOT) to realign the Collegiate/Jefferson intersections and make South Collegiate the main north-south thoroughfare (see attachment). TxDOT has a letting deadline of August 2010 for a project to widen Jefferson Road to three lanes starting at the transition point from four lanes to two lanes just west of South Collegiate and going east through the two intersection and ending just east of the Paris High School property on Jefferson Road. Surveying costs for the entire project is estimated at $11,860, regardless of which roadway width is chosen adjacent to the new Paris High School. The plan is to acquire the additiona140-feet of ROW which when added to the 40-feet donated by the High School property will be the minimum ROW width for an arterial roadway (80-feet). The cost of right-of-way acquisition has not been determined. The following list (in no particular order) has been developed from suggestions from Council Members and meetings with staf£ 1. Restoration of the City Hall exterior and interiar repairs and finish out 2. City Hall roof replacement 3. Restoration of the Bywaters peristyle 4. Restoration of the plaza fountain 5. Replacement of sidewalks around the plaza 6. Replacement of the fishing pier at Lake Crook 7. Adding an emergency electrical generator sufficient to run City Hall and Annex 8. Expansion of the skateboard park and relocation to the Sports Complex 9. Building a warehouse to improve and consolidate purchasing functions 10. Gateway monuments (such as the one on Hwy 24 next to Evergreen Cemetery) on Hwy 271 North, Hwy 271 South, Hwy. 82 East, Hwy. 82 West, and FM 195 11. Installation of a pocket park in the building burn out in the 100 block of Main SE 12. Paving Sports Complex parking lots 13. Development of additional fields at Sports Complex 14. Building parking for Trail de Paris at Collegiate Drive trailhead together with a Collegiate Drive entrance into the Police Department. 15. Straightening Bonham St./Grand Avenue 16. Develop downtown park on North Main 17. Play structures, bleachers, picnic tables, benches, and restrooms at various parks [CONTINUED] . UUIiLl1J The City's Financial Advisor, Dan Almon, had the following comments about bond issues: 1. Issuance cost on $3,000,000 would be about $48,000. 2. Bond issues of $5,000,000 are efficient in terms of cost of issuance. 3. City of Paris bonds or certificates of obligation would sell at the same interest rate, all things being equal. 4. Essentially the timeline to sell voted bonds and CO's is the same although you must publish notice of intent to sell CO's with the first publication being at least 30 days prior to the sale. For all practical purposes the 30 day notice runs concurrent with the required four to five weeks it takes to get to market with voted bonds. 5. Both bonds and CO's may be sold taac exempt or taxable depending on the use of proceeds. Staff needs direction from Council on: a) Whether to proceed with the project b) If proceeding, what funding sources to develop, i.e. reserves, certificates of obligation, or general bond election in November c) If debt is to be issued, what other projects to consider including in the issue. d) If debt is to be issued, what should the size of the debt issue be? a 0 f) (;2 1. 7
