Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, July 13, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council mast limit their presentation to no more than two
miuutes. Tlie Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on tlie Consent Agenda are approved by a single action of tlie Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings
on June 22, 2009.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:

7. Deliberate and act on a resolution closing out the contract with
Intercon Consti-uction Company, Inc.for demolition of Casa Bonita
Apartments and authorizing the City Manager to negotiate and
execute all necessary documents.
8. Deliberate and act on a resolution establishing the designation of
autborized signatories for the Texas Community Development
Programs as administered by the Office of Rural Community
Affairs.
9. Deliberate on drainage ditch maintenance report.
lO.Report on TxDOT 2009 CIP funded Airport Master Plan.
Regular Agenda
I I.Hear and deliberate on report from the Lake Pat Mayse Study
Committee.
12.Hear and delibei-ate on presentations from non-profit agencies
requesting FY 2009-2010 funding.
13.Deliberate and act on the Preliminary Plat of Lots 1& 2, Block A,
Coplin Square CB 249 Addition, being number 3070 Lamar
Avenue.
14.Deliberate and act on the Final Plat of Lot 1, Block A, Enns
Addition, being number 2975 Farm Market 79.
I S.Second reading, deliberate and act on an ordinance establishing
maximum, i-easonable and prudent rates of speed on FM 905 from
the centerline of Loop 286 in a southerly to southeasterly direction
a distance of approximately 0.780 miles in the City of Paris, Texas.
16.Deliberate and act on a resolution approving and accepting terms
and conditions of a Water Service Contract by and between the
City of Paris and Marvin-Jennings-Clardy Water Corporation for
the sale of potable water; and authorizing the City Manager to
negotiate and execute all necessaiy documents. (A Motion to remove this
item from the table is required before deliberating).
17.Deliberate and act on a resolution approving an agreement for
professional services between the City of Paris and Municipal
Development Services for management and administrative
assistance related to the Texas Capital Fund Main Street Sidewalk
Grant.
18.Deliberate and act on a resolution approving a professional
services agreement between the City of Paris and Hayter
Engineering for engineering services related to the Texas Capital
Fund Main Street Sidewalk Grant.
19.Deliberate and act on a resolution approving the bid and awarding
the contract for the water and sewer capital improvements project
to B. Bray Construction, the lowest responsible bidder.
20.Deliberate and act on a resolution authorizing an agreement with
Resource Management and Consulting Co. to provide contract
management services for our Texas Department of Housing and
Community Affairs HOME Program for Owner-Occupied Housing
Assistance Grant, and authorizing the City Manager to negotiate
and execute all necessary documents.
21.Public hearing, deliberate, and act on a resolution approving and
authorizing the application for Justice Assistance Grant Program,
2009-H 1067-TX-DJ, an inter-local agreement with Lamar County,
and authorizing the City Manager to negotiate and execute all
necessary documents.
22.Deliberate on a proposal and funding to widen a portion of
Collegiate Drive in front of the proposed Paris High School and a
portion in front of the Civic Center.
23.Deliberate and possibly act on forming a committee to study the
2006 edition of the International Fire Code, the Building Code and
amendments.
24.Deliberate on the ordinance regarding regulation of the collection
Of SOI1d WaSte (A motion to remove this item from the table is required before
deliberating).
25.Deliberate on Council Membeiā¢'s recommendations/suggestions for
the 2009-2010 Budget (a motion to remove this item from the table is required
before deliberating).
26.Deliberate on code enforcement report with regard to high grass
violations.
27.Deliberate on demolition of houses and work orders and act on
request for additional funding for building demolition.
28.Deliberate and act on plan review and inspection services
performed by Bureau Veritas.
29.Convene into Executive Session pursuant to Section 551.071 of the
Texas Government Code, Consultation with Attorney, to receive
legal advice from lega] counsel pursuant to the duty of an attorney
to his client under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas, under the Texas Open Meetings
Act as follows: to receive Attorney advice regarding legal issues
relating to an extension of the Memorandum of Understanding
between the City of Paris and the City of Irving.
30.Reconvene in open session to deliberate and possibly act on
matters discussed in Executive Session.
31.Consider and approve future events for City Council andlor City
Staff pursuant to Resalution No. 2004-081.
32.Adjournment.
