RECOMMENDED MOTION:
Move to approve a resolution designating authorized signatories for drawdown requests from the Office
of Rural Community Affairs for all of the City of Paris' Texas Community Development Block Grant
Program projects.

BACKGROUND:
This will allow the City Manager and Finance Director to be able to officially sign documents for Texas
Community Development projects. This is a special condition under the block grant program and as a
pre-requisite for having funds released for projects. We currently have two projects that this will be
needed for:
1. The NE Paris Water line replacement project in the area of Belmont, Tudor, Fairfax areas
between NE 11 and NE 17Ih Streets.
2. A sewer line replacement project in SW Paris around the 700 Block of W. Washington St.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS;
DESIGNATING THE AUTHORIZED CITY SIGNATORIES TO APPROVE
DRAWDOWN REQUESTS FROM THE OFFICE OF RURAL COMMUNITY
AFFAIRS FOR ALL OF THE CITY OF PARIS' TEXAS COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM PROJECTS; MAKIIVG OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING A1V EFFECTIVE DATE.
WHEREAS, as part of the special conditions under the Community Development
Block Grant program, and as a pre-requisite for having funds released for the project, it is
necessary that the City of Paris to designate authorized City personnel who may review and
approve drawdown requests under various Community Development Block Grant
Programs, and the same should hereby be approved.
1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. The following individuals are hereby authorized to review, approve
and sign drawdown request and other related documents for all Texas Community
Development projects:

Section 3. This resolution shall be effective until all grant program projects are
officially closed-out or until this resolution is repealed or superseded by another
resolution.
