RECOMMENDED MOTION:
Move to approve a resolution awarding the bid for the 2009 Water and Sewer Capital Improvement
Project in the amount of $217,281.10 and authorizing the City Manager to negotiate and execute all
necessary documents.

BACKGROUND:
Three projects are included in the 2008-2009 Capital Improvement Program. Two of the projects will
replace two-inch cast iron water pipes in Culbertson and Cleveland Streets between SE 19th and SE 24cn
Streets. The one sewer project will be to install a 12-inch sewer line in W. Washington St. just south of
George Wright Homes to replace a section of sewer main that goes cross country. This is the second
phase of this project. The CIP estimate for these three projects was $273,970. Request for proposals
were advertised on 6/3/2009 and 6/10/2009. Seven proposals were received on 6/30/2009.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING THE BID AND AWARDING THE CONTRACT FOR THE WATER AND
WASTEWATER CAPITAL IMPROVEMENTS PHASE II 2009, TO B. BRAY
CONSTRUCTION COMPANY, INC., THE LOWEST RESPONSIBLE BIDDER; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING
AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, advertise for bids for
furnishing plant, labor, materials, and equipment, and for performing all work required for the
"Water and Wastewater Capital Improvements Phase 112009" which consists of replacement of the
Culbertson Street Water Line, the Cleveland Street Sewer Line and the Washington Street Sewer Line,
which bids were received unti13:00 o'clock P.M., Tuesday, the 30th day of June, 2009; and,
WHEREAS, the lowest responsible bid for all three projects was made by B. Bray Construction
Company, Inc., P. 0. Box 6365, Paris, Texas 75461, and the contract should be awarded to B. Bray
Construction Company, Inc. in accordance with the unit prices bid and the other terms and
conditions set out in the bid documents attached hereto as Exhibit A; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That the bid of B. Bray Construction Company, Inc., P. 0. Box 6365, Paris, Texas
for the "Water and Wastewater Capital Improvements, Phase II 2009 is hereby accepted as the
lowest responsible bid which provides the best value to the City and the contract for this project is
hereby let conditioned upon said contractor meeting all of the terms and specifications included in
the agreement and bid documents attached hereto as Exhibit A and providing all required
performance and payment bonds and insurance certificates as required.
Section 3. That the City Manager be and he is hereby authorized and directed to execute
on behalf of the City of Paris an Agreement for the replacement the Culbertson Street Water Line, the
Cleveland Street Sewer Line and the Washington Street Sewer Line with B. Bray Construction
Company, Inc. in the form attached hereto and incorporated herein as Exhibit A.
Section 4. That this resolution shall be effective from and after its date of passage.

agreement with OWNER in the form included in the Contract Documents to perform and
furnish all Work as specified or indicated in the Contract Documents for the Contract

The contract documents shall be changed as outlined below:
l. Replace the original bid schedule with the attached bid schedule.
2. All tapping sleeves and valves are to be provided by the OWNER.
3. All Certa-Lok pipe is to be provided by the OWNER.
4. Use 1" poly tubing as required by the construction standards on page 7 oFthe drawings instead of'/a"
as required on page 48 of the specifications. Other brands of poly tubing are acceptable to use as long
as they meet the requirements (isted for Drisco brand of tubing.
5. On pa;e 2 of the drawings (Cleve(and Street), install caps at 20`h Street, 22°d Str eet, and 24~' Street
where the drawings show to abandon the existing lines.
6. On page 3 of the drawings (Culbertson Street), install caps at 19'h Street, 22"d Street, and 24`h Street
where the drawings show to abandon the existing lines.
7. Wrapid Seal is to be used on pre-cast manholes at the joint between the manhole frame and the
manhole cone section when the manhole is not in the pavement. Wrapid Seal is also to be used at all
joints between pre-cast manhole sections. Wrapid Seal is not required on cast-in-place manholes if the
ring and cover is installed at the same time that the cone section is cast. The CONTRACTOR is to
supply the Wrapid Seal.
8. Pre-cast manhole bottom sections are not allowed due to the OWNER'S requirement that incoming
pipes be supported for 5 feet outside the manhole with a concrete cradle that is poured monolithically
with the base.
9. Page 73 of the specifications requires connections between existing sewer lines and manholes to use
ductile iron pipe. Change this requirement to PVC pipe instead of DIP.
10. Eliminate the inside manhole drop structure detail shown on page 5 of the drawings. Replace it with
the attached City of Paris standard detail. Provide SDR-35 PVC fittings. The OWNER will provide
the pipe.
11. At STA 12+17 on page 4 of the drawings, install by-pass piping around the existing manhole while it
is being removed and replaced. Remove the by-pass piping and connect the sewer lines to the new
manhole after successful testing of the manhole and the new sewer line has been completed.
Additionally, there is a 6" sewer line coming in at 12:00. Verify the depth before ordering pre-cast
manhole sections.
12. The tracer wire described on page 74 of the specifications shall be insulated.
13. The corrosion-resistant liner for pre-cast manhole sections shall be factory-applied. The factory shall
submit a statement documenting that the 28-day cure time was allowed to take place before the liner
was applied. On cast-in-place manholes the pipes and fittings will be installed through the manhole
and the tops will not be cut out until the concrete has cured 28 days and the w4~ls have been
thoroughly dried before applying the liner.

14. A detail for the sewer line casing and casing spacer installation is attached. Use it for the sewer line
. crossing the drainage structure on page 4(Washington Street sewer line). The casing spacers for the
sewer line creek crossing shall meet the following requirements:
Casing spacers shall be used to install the carrier pipe inside the encasement pipe. Casing spacers
shall fasten tightly onto the carrier pipe so that when the carrier pipe is being installed the spacers
will not move along the pipeline. Casing spacers shall be doubled on each end of the encasement.
Each casing spacer shall be capable of providing support for the eazrier pipe in service at a
maximum spacing of 101. Calculations shall be provided to the ENGINEER by the casing spacer
manufacturer showing that the casing spacer will support the service load at the recommended
spacing, including a factor of safety of two (2). Casing spacers used under this specification shall
meet or exceed the specifications described herein as projection-type casing spacers.
Projection-type casing spacers shall be constructed of preformed secrions of high density
polyethylene. The flexible sections shall be joined together around the pipe to provide a minimum
of 16 plastic projections per spacer section. Projection-type casing spacers shall be "RACI" Type
F/G spacers, manufactured by Recon Pipe Corporation of Vernon, British Columbia, telephone
(604) 545-2227, or equivalent.
15. Water service details of page 7 of the drawings-The CONTRACTOR will be responsible for
installing the new service line to connect to the existing meter in the existing water meter box. If the
existing box is defective then the OWNER will provide a new meter box for the CONTRACTOR to
install.
16. The CONTRACTOR shall re-grass all areas disturbed by his construction activity. It shall be his
responsibility to reestablish grass cover to 75% of the disturbed area. Cool season grasses such as rye
and fescue will be required to be seeded if the construction is completed after September 15. Bermuda
grass will be used prior to that date. All fertilizing, soil testing, watering, disking, etc. that is required
to establish this amount of coverage is required. Contractor shall include in his bid enough to install
sod blocks of San Augustine grass on 1,000 total square feet in shaded areas under trees. Install sod
for 50°/a coverage of disturbed areas (checkerboard pattern).
17. All backfill in trenches where driveways or sidewalks are to be replaced will be installed in maximum
8" loose lifts of native material, compacted to a minimum of 95% standazd proctor density at -1 to
+3% of optimum moisture. The OWNER shall bear the cost of successful testing, and the
CONTRACTOR shall pay for tests that fail.
18. The OWNER will be responsible for removing and replacing all sidewalks shown to be removed and
replaced on the project. The CONTRACTOR shall be responsible for saw cutting and removing
portions of concrete driveways that are necessary to install pipe with trenching. The OWNER will be
responsible for making the concrete repairs at these locations.
19. With respect to bidding the fire hydrants, the fire hydrants and isolation gate valves will be furnished
by the OWNER, but not the ductile iron tee.
20. Although the OWNER will provide valves, the CONTRACTOR will provide the valve boxes,
