RECOMMENDED MOTION: Move to approve a resolution authorizing an agreement for professional
services between the City of Paris and Chalaire Surveying, Inc. for surveying services related to S.
Collegiate Drive expansion and authorizing the City Manager to negotiate and execute all necessary
documents.

BACKGROUND:
Mr. Dan Almond, with SWS, has been the City's Financial Advisor for over 20 years and will attend the
meeting to answer any questions about the process and costs of issuing general obligation or certificate
of obligation debt.
Surveying Cost for the entire project is estimated at $11,860 no matter which roadway width is chosen
adjacent to the new Paris High School. The plan is to acquire the additional 40-feet or ROW which,
when added to the 40-feet donated by the High School property, will be the minimum ROW width for
an arterial roadway (80-feet). A meeting has been set up with the TxDOT District Engineer on July 30tn
to see what procedures we must follow in order to move the project forward. The procedures will
depend on what type roadway is constructed and who builds the TxDOT portion of Jefferson Road.
Below are some of the items we know that will be needed in order for TxDOT to make this happen:
a) It is their intention to widen Collegiate Drive and have it be the through roadway gaining a net
increase in safety and mobility
b) The City will acquire needed ROW and incur all associated fees (utility adjustments, surveys,
etc)
c) The ROW owned by the City of Paris that will be associated with the realignment of FM 1507
will be considered "to be used for public transportation purposes"
After the meeting we will have a more detailed list concerning all of the different options that may be
picked.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
ACCEPTING THE PROPOSAL OF CHALAIRE SURVEYING, INC. FOR
SURVEYOR SERVICES TO PREPARE A SURVEY FOR THE PROPOSED
EXTENSION, EXPANSION A1VD REALIGNMEIVT OF SOUTH COLLEGIATE
DRIVE FROM LOOP 286 GOING NORTH TO JEFFERSON ROAD (FM 1507)
CONTINUING NORTH APPROXIMATELY 1300 FEET TO THE BRIDGE;
AUTHORIZING THE CITY MANAGER TO EXECUTE OF A PROFESSIONAL
SERVICES AGREEMENT; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, The City of Paris is a participant in the proposed extension and
expansion of South Collegiate Drive from Loop 286 going north to Jefferson Road (FM
1507) continuing north 1300 feet to the bridge in connection with the construction of the
new PISD High School in the City of Paris; and,
WHEREAS, the City of Paris is in need of surveyor services to prepare a survey for
the proposed extension, expansion and realignment of South Collegiate Drive; and,
WHEREAS, the City has received a proposal from Chalaire Surveying, Inc. to
provide surveyor services for the preparation of a survey for said South Collegiate Drive
project in the form attached hereto as Exhibit A; and,
WHEREAS, it is deemed appropriate that the proposal of Chalaire Surveying, Inc. to
provide surveyor services for the South Collegiate Drive project be approved and the City
Manager be authorized and directed to negotiate and execute on behalf of the City of Paris a
professional services agreement with Chalaire Surveying, Inc. in a form approved by the
City Attorney.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. That the proposal of Chalaire Surveying, Inc. for surveyor services for a
survey for the South Collegiate Drive extension, expansion and realignment project from
Loop 286 going north to Jefferson Road (FM 1507) continuing north 1300 feet to the bridge
in the Ciry of Paris, be, and the same is hereby accepted.
Section 3. That the City Manager be, and he is hereby authorized and directed to
negotiate and execute on behalf of the City of Paris a Surveyor Services Agreement with
Chalaire Surveying, Inc. for a survey for the above referenced street project, under the

terms and conditions and in a form approved by the City Attorney.
Section 4. That this resolution shall be effective from and after its date of passage.

Re: Cost estimate for surveying services for the proposed realignment of Collegiate Drive.
Mr. Napier,
Chalaire Surveying will perform the topographic, right-of-way, and parcel acquisition surveying and related
ownership abstracting and right-of-way mapping required for the realignment of Collegiate Drive from the
bridge at the northeast corner of Dragon Park south approximately 1500 feet to intersection with Farm Road
1507 and approximately 2500 feet along the west side of the new Paris High School site. We will perform
these services for a lump sum fee of $ 11,860, based on the attached scope and estimate.
Tasks not included in the attached scope will be performed at the following hourly rates:
2-man field crew - $90
RPLS - $80
Survey Technician - $60
Abstracting/Administration - $45
This estimate does not include obtaining permission to enter private property. We assume that the City of
Paris or PISD will engage in all the negotiations with private property owners necessary for the successful
completion of this project.
Your signature or the signature of an autharized official of the City of Paris below indicates acceptance of the
above terms and will be considered notice to proceed.
I appreciate the opportunity to work with the City of Paris on this project and expect that it will contribute
greatly to the improvement and development of the SE Loop/Civic Center area.
