RECOMMENDED MOTION:
Move to authorize the City Manager to negotiate and execute a proposal for project management and
laboratory services for asbestos abatement at One Oak Apartments.
POLICY ISSUE(S):

State law requires that an independent monitor be used for asbestos abatement projects to ensure that all
environmental regulations are followed. The City has recently utilized Brady Environmental Services to
develop project specifications for Casa Bonita and One Oak and was asked to submit a proposal for
management and laboratory services during the removal of asbestos from One Oak. (Casa Bonita did
not require an independent monitor because the dangerous condition of the buildings allowed demolition
of the complete structure without separate removal of the asbestos as long as the site was watered
down.) The abatement contractor, Total Abatement Systems Corporation, is scheduled to begin August
3, 2009.

Dear Mr. Tally,
This proposal covers our professional consulting services and project management during the
removal of asbestos-containing materials at the above referenced location. Monitoring will
include the collection of baseline, ambient and clearance samples for TDSHS compliance and to
properly document the disturbance of the asbestos materials. The contractor has estimated 30
days double shifts to complete this project dependent upon the abatement contractor's available
resources.
The job will be managed throughout by a licensed project manager and air monitoring technician
for compliance with the state and federal regulations governing asbestos. The cost for our
services will be billed in accordance with the following rates:
Estimated 480 Hrs. Licensed Project Manager/Air Monitoring Technician
@ $65/per hour $31,200.00
Estimated 600 PCM Air Sample Analysis (Baseline, Ambient, and Clearance Samples)
@ $10/per sample $ 6,000.00
Final Compliance Report $ 250.00
Estimated Total $37,450.00
Total fees are subject to increase in the event of contractor delays or additions to scope of work.

Please acknowledge acceptance of this proposal for consulting services during the
asbestos abatement at One Oak Apartments in Paris, Texas by signing and returning to
our office. By your signature, the City of Paris is also authorizing Brady Environmental
Services, Inc. to complete and file the 10-Day TDSHS notification form. The fee for the
state notification will be approximately $3,300.00 and will be billed directly to the City
of Paris by the Texas Department of State Health Services. This fee is not included with
our proposal nor the contractor's bid.
