BACKGROUND:
Bob Hundley has been serving as Interim Chief of Police since the retirement of Karl Louis on January
30, 2009. He has served as Assistant Chief of Police since 2004 and Emergency Management
Coordinator since 1991. He began his tenure with the City of Paris in June 1975 and earned as
Associates of Arts degree in criminal justice, a master police officer certification, holds several
instructor certifications, and is also an adjunct instructor with the East Texas Police Academy at Kilgore
Junior College.
The appointment is subject to the approval of City Council pursuant to Section 23 of the Paris City
Charter.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPOINTIIVG BOB HUNDLEY AS CHIEF OF POLICE OF THE CITY OF
PARIS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Bob Hundley has been serving as Interim Chief of Police since the
resignation of Karl Louis on January 31, 2009; and,
WHEREAS, during Mr. Hundley's tenure as Interim Chief of Police he handled
several difficult issues with dedicated professionalism and competence; and,
WHEREAS, Interim Chief Hundley has been a member of the City of Paris Police
Department for over 34 years; and,
WHEREAS, the City manager has reviewed Mr. Hundley's skills and qualifications
for the position and recommends that Mr. Hundley serve as Chief of Police for the City; and,
WHEREAS, the City Council of the City of Paris, Texas, finds and determines that the
appointment of Mr. Bob Hundley as Chief of Police, effective August 10, 2009, is in the best
interests of the City and its citizens;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the appointment of Mr. Bob Hundley to the position of Chief of
Police of the City of Paris is hereby approved and effective as of August 10, 2009.
Section 3. That this resolution shall be effective from and after its date of passage.

BOB HUNDLEY APPOINTED CI3IEF OF POLICE
City Manager Kevin Carruth announced today that Mr. Bob Hundley has been appointed Chief
of Police, pending ratification by the Pazis City Council on August 10, 2009. Mr. Hundley has
served as Interim Chief of Police since former Police Chief Karl Louis' retirement January 30,
2009.
The recruitment process included screening the resumes frorn all 34 applicants from around the
United States by a Texas Police Chief s Association screening committee comprised of Chiefs
from the Northeast Texas region and the responses by applicants to a 22 item questionnaire. The
top six candidates were then interviewed by a three-person local interview panel. Following a
detailed background investigation, Mr. Hundley and Mr. Ted Gibson were chosen as the two
finalists and invited back for a second Interview with the City Manager. City Manager Kevin
Catruth said, "Although the final selection was difficult I do not think I could make a bad
decision because both finalists were very qualified and can do an outstanding job for the citizens
of Paris. Mr. Hundley was picked because of his dedication and almost 34 years of experience
with the Department as well as his performance as lnterim Chief." Mr. Hundley said, "I am
excited and honored to serve the Paris community as Chief of Police and look forward to the
challenges and opportunities ahead."
