BACKGROUND:
In early 2008, the Police Department (PD) received complaints regarding the 50 mph speed limit on FM
195 along with the number of vehicle crashes in the area. A request was made to the Texas Department
of Transportation (TxDOT) requesting a speed study which included copies of all reported accidents in
the area. The TxDOT speed study returned with the recommendation of not changing any speed limit.
During the speed study, information was developed regarding the intersection of FM 195 and Loop 286,
specifically the entrance and exit ramps to and from the Loop. The PD then requested a traffic signal
study for this intersection. The result of the signal study justified the placement of signal lights and the
signal light construction project bid is to be let in November 2009 by TxDOT.
As requested by Council, Asst. Chief Randy Tuttle (traffic safety coordinator for the Traffic
Commission) submitted all vehicle crash reports for the last five years along with a request for another
speed study. The intersection of Oak Creek and FM 195 is contained in the 1700-2500 block area, and
number of vehicle crashes there were studied. In the first speed study vehicle crashes for the five year
period of 2001-2006 totaled 13. In the second speed study request the time period was 2003-2008 and
there were 20 vehicle crashes. TxDOT responded to PD's second speed study request by stating that
since a speed study was conducted in 2008, it was too soon to conduct another study.
