Chairman Bill Kennedy called the meeting to order. Others in attendance were Hilda Mallory, Audrey Lakes, Deborah Hatley, Debbie Anderson, Eddie Poole, and Library Director Priscilla McAnally. Minutes from the previous meeting were approved as printed. The Director reported that the Lone Star Libraries Grant will increase this year, probably to as much as $10,000. She plans to use $1,500 of that for the courier service for interlibrary loans. Members were asked for suggestions for a good use for the remainder. The statistical report was up over 2008 in circulation, visits, reserves, interlibrary loans, and new items. The "Dime a Dozen" book sale has been very successful. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chainnan. A. The following members were present: Arvin Starrett, Chairman Paul Denney, Vice-Chairman (arrived late 12:10 pm) Susan Scholz, Secretary Douglas Cox Jerry Raper Matt Coyle B. The following members were absent: Ben Vaughan C. Also present were Jearina Scott, Administrative Assistant. 2. Approval of nzinutes fi-om previous meetings. (July 27, 2009) Motion was made by Susan Scholz, seconded by Matt Coyle to approve the minutes for the July 27, 2009 meeting. Motion carried 6-0. 3. Consideration o f and action on the, following Certificate of Appropriateness: C. 102 Clarksville Street - Sonya Sliipman - Motion was made by Susan Scholz, seconded by Douglas Cox to approve the COA. Motion carried 5-0. B. 111 Lamar Avenue - Daniel Gallery - Kari Daniel presented the petition, explaining the new sign will be desiped to match the current sign. Motion was made by Matt Coyle, seconded by Susan Scholz to approve the COA. Motion carried 5-0. A. 104 Bonham - Capital One - Motion was inade by Susan Scholz, seconded by Jerry Raper to approve the COA. Motion carried 5-0 4. Discussion of and possible action on expanding the northern boundaries of the Downtown Historic Distr-ict. a ~ 19 Commissioners discussed the possibilities of expanding the northern boundary of the Downtown Historic District to encompass the northern areas from Graham to Pine Bluff. 5. Discussion of and possible action on a financial contribution for tlle pr•oposed liorther-iz Gateway Park. Commissioners discussed the possibility of allocating funds for the proposed Gate Way Park. Motion was made by Matt Coyle, seconded by Jerry Raper to request City Council allocate 5,000 from the current 2009 Historic Preservation budget as a gift for the proposed Gateway Park. Motion carried 5-0. Paul Denney abstained. 6.
