BACKGROUND:
The Texas Municipal League Intergovernmental Employee Benefits Risk Pool provides group medical
insurance for various public entities and is governed by a board of directors comprised of representatives
from Pool members. The City of Paris is in Region 15 and our current representative is running
unopposed for another term.

TO: TML Intergovernmental Employee Benefits Pool Members of Region 15
DATE: August 17, 2009
RE: 2009 Board of Trustee Election
Enclosed is your ballot for the Board of Trustee election. All qualified nominees appear on the ballot.
Please see that this ballot is placed on the agenda for the next meeting of your governing body. To be
counted, ballots must certify that the vote was taken at an official meeting of the governing body.
Facsimile ballots will not be accepted. Enclosed is a pre-addressed envelope to return your ballot. The
Board Secretary must receive ballots by 5:00 p.m. (CST) on September 26, 2009 at Bickerstaff Heath
Delgado Acosta L.L.P., 816 Congress Ave., Suite 1700, Austin, Texas 78701-2443.
The term of office will be from October 1, 2009 through September 30, 2012 for the individual elected.
The Trust Agreement provides that "if more than two (2) candidates are running, the person receiving the
largest number of votes shal] be elected."
Further, the Trust Agreement provides "write-in candidates otherwise duly qualified shall be eligible for
election." To be duly qualified the individual must be either an employee or elected official of an
incorporated city within the state of Texas, which is a Member of the Pool at the time of their election. A
municipal "employee" is a person who holds a position of Department Head or higher; works at least 20
hours per week for an incorporated city; is paid by the incorporated city with incorporated city funds; and
may be hired and fired only by another incorporated city official or by the incorporated city's governing
body. Nominees may not be voting Board Members of the Texas Municipal League or the Texas
Municipal League Intergovernmental Risk Pool.

Mr. Stokes currently serves as the City Manager for the City of Gtadewater. He has a Bachelor of Arts,
Political Science from Abilene Christian Cotlege and a Master of Pubtic Policy and Administration from
Baylor University. Mr. 5tokes is the current President of the Gladewater Lions Club and the past
President of the Gladewater Chamber of Commerce. Mr. Stokes is a Member of the Texas City
Management Association and is the current TML Intergovernmental Employee Benefits Pool Region 15
Board of Trustee.
