CITY COUNCIL AGENDA
Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 28, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufrnan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual inforniation. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Cauncil Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings
on September 14 and September 21.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Paris Visitors & Convention Council (6-2-09)
b. Airport Advisory Board (7-16-09 and 7-20-09)
c. Planning & Zoning (8-3-09)
d. Paris Board of Adjustment (8-17-09)
e. Historic Preservation Commission (8-24-09)
7. Deliberate and act on a resolution authorizing an interlocal
agreement between the City of Paris and Lamar County to make
application to the U.S. Department of Justice for a grant for the
continuation of the Lamar County Felony Crimes Unit; accepting
said grant award upon notice; authorizing the City Manager to
negotiate and execute all necessary documents.
8. Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the American Red Cross,
Lamar County Chapter to perform certain specialized services to
the City of Paris and its citizens.
9. Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the Lamar County
Historical Society to perform certain specialized services to the
City of Paris and its citizens.
lO.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the Models of the Maker to
perform certain specialized services to the City of Paris and its
citizens.
l l.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the Children's Advocacy
Center to perform certain specialized services to the City of Paris
and its citizens.
12.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the East Texas Council on
Alcohol and Drugs (ETCADA) to perform certain specialized
services to the City of Paris and its citizens.
13.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the CASA For Kids to
perform certain specialized services to the City of Paris and its
citizens.
14.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the Lamar County Human
Resources Council to perform certain specialized services to the
City of Paris and its citizens.
15.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with Shelter Agencies for
Families in East Texas, Inc. (SAFE-T) to perform certain
specialized services to the City of Paris and its citizens.
] 6.Deliberate and act on a resolution approving and authorizing a
Professional Services Agreement with the Keep Paris
BeautifuUMake Lamar County Shine to perform certain
specialized services to the City of Paris and its citizens.
17.Deliberate and act on a resolution approving and authorizing a
Pi-ofessional Services Agreement with the Lamar County Coalition
for Education, Business and Industry to perform certain specialized
services to the City of Paris and its citizens.
Regular Agenda
18.Deliberate on August monthly financial report.
19.First reading, deliberate and possibly act on an ordinance
authorizing and directing the Director of Finance to transfer funds
from unencumbered appropriation balances to other accounts.
20.Deliberate and act on a resolution approving final payment and
closing the contract to Total Abatement Systems for the asbestos
abatement at One Oak Place, located at 655 Graham Street.
21.Deliberate and act on a resolution approving an Advance Funding
Agreement for Voluntary Local Government Contributions to
Transportation Improvement Projects between the City of Paris
and the Texas Department Transportation for the South Collegiate
Drive extension.
22.Deliberate and act on a resolution accepting the proposal of Hayter
Engineering, Inc. for Engineering Services to provide design plans
and specifications for the South Collegiate Drive Extension and
Expansion Project; and authorizing the City Manager to negotiate
and execute all necessary documents.
23.Convene in executive session pursuant to Section 551.071 of the
Texas Government Code, Consultation with Attorney, to receive
legal advice of legal counsel pursuant to the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas, and litigation exception under
the Texas Open Meetings Act as follows: to receive attorney
advice regarding pending or contemplated litigation.
24.Reconvene in open session to take possible action regarding those
matters discussed in Executive Session.
25.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
26.Adjournment.
