Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, October 12, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on September
28, 2009.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Paris Public Library Advisory Board (8-19-09)
b. Historic Preservation Commission (9-9-09)
c. Planning and Zoning Commission (9-15-09)
d. Library Advisory Board (9-16-09)
7. Deliberate on drainage ditch maintenance report.
Regular Agenda
8. Recognition of Committee Member service on Pat Mayse Lake Study
Committee.
9. Deliberate and act on the Preliminary Plat and Final Plat of Lot l, Block A,
Xavier Clinic Addition 109, located at 219 6t" Street S.E.
10. Deliberate and act on the Preliminary Plat and Final Plat of Lot l, Block A,
Speedy Stop No. 8 Addition CB 248, located at 1900 Clarksville Street.
11. Deliberate and act on the Final Plat of Lot 1, Block A, Standridge 259
Addition, located in the 2800 Block of Pine Mill Road.
12. Deliberate and act on the Final Plat of Lot l, Block A, Living Word Assembly
of God Church 328 Addition, located at 3515 Bonham Street.
13. Deliberate and act on the Final Plat of Lot 1, Block A, Kroger Addition 112,
located at 1310 Clarksville Street.
14. Second reading, deliberate and possibly act on an ordinance authorizing and
directing the Director of Finance to transfer funds from unencumbered
appropriation balances to other accounts.
15. Deliberate and act on a resolution nominating candidates to the Lamar County
Appraisal District Board of Directors.
16. Deliberate and act on a resolution authorizing the application for Energy
Efficiency and Conservation Block Grant funds; and authorizing the City
Manager to negotiate and execute all necessary documents.
17. Deliberate and act on a resolution authorizing a lease agreement with
Northeast Texas Radio Operations & Command, Inc. for placement of radio
equipment on the East Elevated Water Tower site; and authorizing the City
Manager to negotiate and execute all necessary documents.
18. Deliberate and act on a resolution authorizing reimbursement for the South
Collegiate Drive Project.
19. Deliberate on improvements to Stillhouse Road and possible funding sources.
20. Deliberate and act on cancellation of the city council meetings scheduled for
November 23, 2009 and December 28, 2009.
21. Consider and approve future events for City Council and/or City Staff
pursuant to Resolution No. 2004-081.
22. Adjournment.
