POLICY ISSUE(S): Election BACKGROUND: The Lamar County Appraisal District (LCAD) is governed by a five member Board of Directors whose terms expire at the end of 2009. Board Members are nominated by LCAD taxing enrities and the following table shows those who have been nominated so far. Jim Noble is curYently on the board and he said he is willing to serve another term. Each taxing entity can nominate up to five people and candidates can be nominated by more than one entity. The position requires: 1. Qualifications - Must be a resident of the district; must have resided in the district for at least two years; should not have any delinquent taxes. An employee of a taxing unit that paYticipates in the district is not eligible to serve UNLESS the individual is a member of the governing body of that taxing unit or an elected official of the taxing unit. 2. Board Duties - Appoints the Chief Appraiser; appoints Appraisal Review Board members; appxoves the district budget; and adopts general policies. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, NOMINATING CAIVDIDATES FOR MEMBERSHIP ON THE BOARD OF DIRECTORS OF THE LAMAR COUNTY APPRAISAL DISTRICT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, every two years, the LCAD requests all local taxing entities to submit nominations for consideration of service on the Lamar County Appraisal Review Board; and, WHEREAS, the City Council of the City of Paris has been asked to nominate candidates for membership on the Board of Directors of the Lamar County Appraisal District; and, WHEREAS, the City Council nominates the following persons for consideration and ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. Term - Board Members serve two-year terms beginning on January 1 of even numbered years, and there is no limit to the number of terms an individual may serve. 4. Meetings - The Board must meet at least quarterly, but occasionally has more frequent meetings but no more than one per month. The meetings normally begin at 4:00 p.m. and seldom last more than one hour Nominations are due October 14, 2009. l:ity ot- Yaris Revised 2/04/08 CALENDAR FOR SELECTION OF APPRAISAL DISTRICT BOARD OF DIRECTORS 2009 September 30 By this date, chief appraiser must notify each voting taxing unit of the number of votes it may cast. (Must be delivered to the County Judge and each commissioner; each superintendent and school board president; each city manager or city secretary or clerk) October 14 By this date, the presiding officer of each voting taxing unit must submit the name of the nominees by a written resolution adopted in any open meeting of the governing body. October 29 By this date, the chief appraiser must prepare a ballot listing the nominees and deliver a copy of this ballot to the presiding officer of the governing body of each voting taxing unit. (Must be delivered to the presiding officer of the governing body of each taxing unit that is entitled vote.) December 14 By this date, each voting taxing unit must vote in open meeting and report its vote to the chief appraiser by written resolution. Votes must be cast for persons nominated and named on the ballot. A unit may cast all its votes for one candidate or may distribute its votes among any number of candidates. December 30 By this date, the chief appraiser must count the votes and declare the candidates who received the largest vote totals. The chief appraiser shall resolve a tie vote by any method of chance.
