BACKGROUND:
At the meeting of September 28, 2009 Council Member Brown requested this item on the agenda.
The existing portion of Stillhouse Road in front of Cecil Everett Elementary School is approximately
30-feet wide. The roadway can be widened nine feet to create a center turn lane, making the road a
collector level (39-feet) road for the approximately 815 feet from Stone Avenue to the creek just north
of Levi Lane. Several sections of curb and gutter currently exist on the east side of Stillhouse Road so
the widening would only be done on the west side of the existing road. The turn lane would start just
past the creek and end at Lewis Lane (see accompanying drawing). A potential phase II to this project
would be to widen the drainage structure near Sterling House Nursing home five feet to the west, widen
the pavement to 39-feet, and extend the turn lane south to the Levi Lane intersection.
While widening the road will improve traffic congestion some, the fundamental problem is that several
schools have been built on one large NLISD campus but NLISD only built one street to serve all of the
schools. Consideration should be given to discussing with NLISD having them construct another street
to serve the large campus and help redistribute the traffic load. Without another street, congestion on
Stillhouse Road and other areas around NLISD will continue to deteriorate as Paris Regional Medical
Center relocates more operations to their north campus, commercial and residential development along
Stillhouse continues to grow, and northbound traffic on US 271 increases.

Dear Mr. Napier:
As per your reyuest we have prepared this proposal for your consideration. The work is
described as follows:
1} Demo and haul form site approximately 50 ft. of curb and gutter on soudi carners of Lewis
Lane where it enters Stillhouse Road.
2) Excavate and balance material along west side of Stillhouse road to accommodate new
curb and gutter approximately 8 15 ft. long.
3) Install Select fill as necessary to bring sub-grade to proper elevation in drainage ditch on
north side of Lewis Land and Stillhouse Road intersection and use existing Rip Rap to
prevent erosion on back slope.
4) Install new curb and gutter per City af Paris specifications along west side of Stillhouse
road approximately 815 ft. long and install drainage flume on south end to drain into
existing creek and on north end to drain into existing ditch.
5) $ackfili curb and gutter on frant side with 6" Type "B" asphalt and 2" Type "D" asphalt
and match existing pavement surface and baclcfill back at curb with native soil imported
Topsoil if necessary.
Total price for the above work is $65,174.35
