00-AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, October 26, 2009. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meeting on October 12, 2009. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Traffic Commission (9-8-09) b. Board of Adjustment (9-1-09) c. Historic Preservation Commission (9-28-09 and 10-2-09) Regular Agenda 7. Hear and deliberate on recognition of HOME grant recipients. 8. Hear and deliberate on presentation of Paris ISD tax ratification election. 9. Deliberate on September monthly financial report. lO.Public hearing, first reading, deliberate and possibly act on an ordinance adopted amendments to the Future Land Use Plan Map as follows: a. That the future land use recommended for the property located on Lot 11, City Block 180, 106 East Kaufman Street, be changed from a Public Lands and Institution District to Central Area. b. That the future land use recommended for the property located on Lots 12 and 13, Block 1, Stellrose Addition, 2232 Simpson Street, be changed from Low Density Residential to High Density Residential. 11.Public hearing, first reading, deliberate and possibly act on an ordinance considering the petition of We Reit, LLC for a change in zoning from a Public Lands and Institution District (PLI) to a Central Area District (CA) on Lot 11, City Block 180, located at 106 East Kaufman Street. 12.Public hearing, first reading, deliberate and possibly act on an ordinance considering the petition of Frances Russell Wells for change in zoning from a Single Family Dwelling District No. 2 (SF-2) to a Multiple Family Dwelling District No. 2(MF-2) on Lots 12and 13, Block l, Stellrose Addition, located at 2232 Simpson Street. 13.Public hearing, first reading, deliberate and possibly act on an ordinance considering the petition of Bobby R. Jones for a change in zoning from a Single Family Dwelling District No. 3(SF-3) to a Commercial District (C) on Lot 3, City Block 235, located at 1180 19th Street N. W. 14.Hear presentation on certificates of obligation and refunding bond issues by Dan Almon with Southwest Securities and provide direction to City Staff. 15.Deliberate and possibly act on improvements to Stillhouse Road and possible funding sources. 16.Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 17.Adjournment.
